HomeMy WebLinkAboutDraft Park Commission Minutes February 2016MINUTES City of Lake Elmo Park Commission February 17, 2016 Members Present: Chair Weis, Commissioners Frick, Hartley, Nelson, Steele, Zeno (arrived at 6:45) Members Absent: Ames, Silvernale Others Present: Mayor Pearson, City Clerk Johnson, Planning Director Wensman, Planning Commissioner Larson The meeting was called to order by Chair Weis at 6:30 PM. Approval of Agenda Agenda approved as presented. Approval of Minutes Commissioner Frick, seconded by Commissioner Nelson, moved to approve the January 2016 minutes as amended. Motion passed 3- 0 – 1 (Steele – abstain). Legends of Lake Elmo Todd Erickson, project engineer for Legends of Lake Elmo, presented the proposed project location, layout and access points. Erickson noted the park location in prior concept plans, explaining feedback was received that trail connections would be preferred over a park in the neighborhood. Discussion was held regarding opportunities for a park location with trail connections to neighboring developments. Challenges due to topography, layout of the lots and location of the gas pipeline were also discussed. Commissioner Steele, seconded by Commissioner Zeno, moved to accept the plat as presented with the addition of a trail to the west of the pipeline and north of the drainage pond and accept the remaining park dedication in cash. Chair Weis, seconded by Commissioner Steele, moved to amend the primary motion to move lot 27 to the south. Amendment passed 5 – 0. Primary motion passed 5 – 0. Tablyn Park Discussion was held concerning potential improvements to Tablyn Park. Commissioners expressed interest in a trail looping around the edge of the park, and moving the future warming house/restroom to north of the ice rink with lighting for skating. Lions Park RFQ Brainstorming session was held to consider potential layouts for a new ball field complex at the current site of the Lions and VFW ball fields. Ideas discussed included creating an area useful for all ages and year round use, removing the Arts Center, installing updated parking and a pristine ball field, and timing issues. March Meeting Agenda Tablyn Park upgrades and Lions Park RFQ were added to the March agenda and Reid Park to the April agenda. Staff Reports & Commission Updates City Clerk Johnson provided an update on City Council approval to obtain bids for the Easton Village park improvements.
