Lake Elmo Park Commission
Minutes of the Regular Meeting
July 19, 2010
Vice-chairman Larson called the meeting to order at 7:04 p.m.

3. Scheduling of park
At the June meeting, members expressed an interest in scheduling park visit / walk-thru’s for late this summer. Members expressed an interest in visiting parks on tso late summer evenings
with one evening dedicated to visits to “Sunfish Lake Park West” and Lake Jane Park and another evening dedicated to Demontreville and Pebble Parks.
The following site visits were scheduled:
6:00 p.m. Monday, August 9 - - Sunfish Lake Park West and Lake Jane Park
6:00 Monday, October 11 - - Demontreville and Pebble
4. Update on Sunfish Lake Park prairie restoration project and parking area
The installation of the prairie and S.F.L. Park was done in the first week in June. It was reported that conditions have continued to be virtually perfect since that time. She also
reported that city crews would soon be mowing the area - - a common management practice that controls the cover crop and annual weeds. Kriegler reported that proposed expenditures
related to planned improvements : Installation of boulders around the parking area perimeter, installation of interpretive signage including individual plant identification signs,
and the planting of 3,000 native seedlings would be brought forward for consideration by the City Council at a near future meeting.
The merits of a rain garden were discussed with some questioning the potential for associated water quality improvements. Some expressed that the opportuntity for education and aesthetics
should also be considered. The Commission requested that the City’s Engineer, Ryan Stempski, be consulted about the merits of a rain garden in the area.
5. Update on the MPCA landfill remediation project and opportunities for recreational use of the area to be turned back to the City
It was suggested that this topic be the Commission’s highest discussion priority at the
August meeting, following their planned site visit of the area the prior Monday.
There was some general discussion about some potential recreational uses being including a dog park, disc golf course and skating area. The benefits of the existing fire station and
associated utilities and parking lot were recognized. In any case, it was
expressed that any future uses would likely be “destination-oriented” for use by the broader community. In regards to the entire landfill site, the Commission expressed an interest
in gaining an understanding of what the entire area will eventually look like. They requested that staff request information that would communicate / suggest how the site will eventually
look.
The commission also asked for an update related to Demontreville Trail road construction and the history of a skating rink at Pebble Park.
