Minutes of the Special Meeting
August 24, 2009
Chairman Ames called the meeting to order at 7:04 p.m.

Agenda
Agenda was approved (6-0)
Review of and consideration of proposals for the construction of picnic shelters
for Demontreville and Carriage Station Parks.
Jerry Mazzera reviewed proposals from two contractors, DNR Construction and Stotko
Speedling. 5 Requests for proposals were distributed with 2 proposals received. Two
proposals received were as follows:
Stotko Speedling
Base bid amount: Option #1 Shelter A&B $88,353.00
Base bid amount: Option #2 Shelter A $43,104.00
Base bid amount: Option #3 Shelter B $45,250.00
DNR Construction
Option 1: Shelter A&B $100,330.00
Option 2: Shelter A $46,987.00
Option 3: Shelter B $53,343.00
For cost comparison purposes, Carol Kriegler provided budget estimates for 3 “kit-type”
shelters in the area (Oakdale, Otto Berg, Baytown Township)
Discussion opened about possible park locations for the shelters. Steele suggested that
an evaluation of various park shelter locations be made. It was suggested that based
on high use of Carriage Station Park, the lack of natural shade there, and a
demonstration of strong neighborhood support (pursuit of Jacyee financial support) that
a shelter for Carriage Station be moved forward. A location for the second, more
community-oriented shelter, would then be considered for a spring/summer ’10
construction. Since the donated materials received to date are for the larger shelter,
there will be the need to store some materials. The grant balance available in the form
of a gift card would be utilized this fall for construction of the Carriage Station shelter.
Materials in storage that can be used for the smaller shelter would also be used this fall.
The Commission also expressed the desire that a third proposal be obtained and that
the two submitting contractors resubmit their proposals based on the decision to build

one (small) shelter this fall with donated materials and gift card applied to the fall ’09
project.
Motion: Support moving forward with the construction of a small shelter at Carriage
Station Park this fall with the recommendation that the project be awarded to the lowest
bidder. (M/S Dobbs/Larson, approved 6-0)
Sunfish Lake Park West Review
Given that volume of waste stocked in the area of interest at the land fill site, and the
nature of the construction activity occurring there, it was decided that an actual site visit
would not be beneficial. Rather, several maps including a final grading plan of the area
were reviewed. The Commission expressed that it would be very difficult to do any
planning for the area without more information from the PCA. The following questions
were generated.
Will there be any standing water on the site?
Will there be any pipes or other infrastructure remaining in the area that should be
considered (fencing)?
What has dictated the grading contours and is there the opportunity for flexibility?
It was expressed that leaving the site as a hole is simply not acceptable. Restoration of
a more natural topography would seem appropriate, fair and something that should be
advocated for.
Staff was directed to report back with more information from the PCA.
