HomeMy WebLinkAboutSept. 15 Commission minutes finalFINAL Lake Elmo Park Commission Minutes of the Regular Meeting September 15, 2008 Chairman Steele called the meeting to order at 7:00 p.m. COMMISSIONERS PRESENT: Steele, Ames, Blackford, Booher, Adanene, Dunn, Zeno. STAFF PRESENT: Project Assistant Kriegler, Public Works Superintendent Bouthilet Agenda Agenda was approved, (M/S Blackford / Brooher) Minutes July mnutes approved as amended. (M/S Blackford / Booher, Steele abstained) Last paragraph under Sunfish Lake Park Land Trust Easement – add “Rolf agreed to craft the language. August minutes approved as amended. (M/S Ames / Adanene, Zeno abstained) Fourth paragraph under Sunfish Lake Park Land Trust Easment – replace Dunn / Ames / Blackford with “The Commission”. Kevin Schwarz Eagle Scout Project Proposal Kevin Schwartz presented the Commission with an updated overview of a veterans memorial project he is proposing for VFW Park as his eagle scout project. The project no longer includes pavers and instead includes large stones to serve as benches. The center piece of the memorial continues to be a landscape bed with perennials and a centered flagpole. In discussing the location options for the memorial, Larson expressed that he’d like it located on the north side of the ball field where it would be in close proximity to those attending ballgames. Kevin and Bouthilet responded with concerns about the utilities in that area. Bouthilet expressed that while there might not be an ideal location for the memorial, the location of the existing flagpole is best. Bouthilet also expressed that he’d prefer the memorial be located near the current flagpole, moved back as close as possible to the fence. The Commission suggested that interested members meet onsite in the near future to determine a specific location and refine the design with Kevin. Kevin outlined costs as follows: $3,400.00 stepping stones $1,000 benches $500 lights ? electrical $625 flag pole $300 concrete $100 mulch $450 lime rock Flags - donated Motion: M/S/P (Larson/Dunn) Proceed with the project by Mike and Kevin further refining details and meeting onsite to with interested commission members to review and determine specific location. Picnic Shelter Project Update Shelter schematic designer Jerry Mazzera presented the shelter designs for the smaller Carriage Station shelter and larger shelter slated for Demontreville Park. Jerry suggested that a composite material be utilized in place of some of the wood trim for maintenance purposes. He showed options in steel roof colors and the commission responded with an interest in the color green. Motion (M/S/P Larson /Adanene) Direct staff to request proposals from contractors for the construction of both shelters. Signs Jerry briefly explained how architectural elements used on the shelters could be carried over into the city park entrance signs. Buckthorn Removal Event Project Assistant Kriegler reminded members of the buckthorn removal event scheduled for Pebble Park on Saturday October 4. Members encouraged contacting the Tri-Lakes HOA to gain their participation. Larson, Zinne, Dunn agreed to assist in passing out flyers. Information Items: It was reported that there is a swing at Carriage Station Park that is in need of repair.
