CITY COUNCIL MINUTES
FEBRUARY 18, 2025
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Cadenhead called the meeting to order at 7.00 pm.
PRESENT: Mayor Charles Cadenhead and Councilmembers Nick Dragisich, Matt Him and Jeff
Holtz. ABSENT: Councilmember Nick Kragness.
Staff present: Administrator Miller, Administrative Services Director Goers, City Attorney
Sonsalla, City Engineer Stanley, Public Works Director Powers, Fire Chief Kalis, Finance Director
Hadler, Community Development Director Stopa, Finance Coordinator Kraemer and City Clerk
Johnson
APPROVAL OF AGENDA
"County Commissioner Bethany Cox Introduction" was added under Presentations and Item 6,
"Approve Interfund Loan & Fund Transfers for Ballfield Purchase" was moved to the Regular
Agenda.
Councilmember Him, seconded by Councilmember Dragisich, moved TO APPROVE THE
AGENDA AS AMENDED. Motion passed 4 - 0.
ACCEPT MINUTES
Councilmember Him, seconded by Councilmember Dragisich, moved TO ACCEPT THE
MINUTES OF THE FEBRUARY 4, 2025 CITY COUNCIL MEETING AS PRESENTED.
Motion passed 4 — 0.
Susan Dunn, 11097 Upper 33"d St. N., asked the Council to cancel the interfund loan for the
purchase of the ballfields and obtain resident involvement in the decision.
Chaplain Woody Glanzer and Firefighter Richard Sachs, Jr. were recognized for their retirement
from the Lake Elmo Fire Department.
Met Council District 11 Member Dr. Gail Cederberg introduced herself to the Council and
reviewed Met Council projects and services.

Councilmember Holtz, seconded by Councilmember Dragisich, moved TO APPROVE THE
CONSENTAGENDAASPRESENTED. Motion passed 4- 0.
ITEM 9: Accept 2025 Streets Feasibility Report and Call for Improvement Hearing:
Approve Plans and Order Ad for Bids
City Engineer Stanley presented the scope of improvements and reported on neighborhood
meetings held to discuss the project with residents.
Jennifer Anderson, 9800 55th Street North, stated she is in favor or replacing the street but in favor
of extending water utilities.
Kathrine Todd, 9961 55 n Street North, stated she is in favor of the road project but not in favor of
extending city water to the area.
Councilmember Holtz, seconded by Councilmember Dragisich, moved TO APPROVE THE
PRELIMINARY DESIGN FINDINGS AND RECOMMENDATIONS AND AUTHORIZE
FINAL DESIGN FOR THE 2025 STREET AND UTILITY IMPROVEMENTS. Motion
passed 4 — 0.
ITEM 10; Adopt Strategic Plan
City Administrator Miller presented objectives and goals developed at the strategic planning
session held in January.
Councilmember Holtz, seconded by Councilmember Dragisich, moved TO ADOPT THE 2025
LAKE ELMO STRATEGIC PLAN. Motion passed 4-0.
ITEM 11: Approve Finance Software Purchase
Finance Director Hadler reviewed the benefits of purchasing anew software system for the finance
department and reviewed the process used for identifying goals for the new software and testing
software platforms.

Discussion was held regarding the cost of the proposed software purchase and annual fees.
Mayor Cadenhead, seconded by Councilmember Hirn, moved TO TABLE FOR FURTHER
CONSIDERATION WITHA FULLYAGREED UPON CONTRACT. Motion passed 4 — 0.
ITEM 6: Approve Interfund Loan & Fund Transfers for Ballfield Purchase
Mayor Cadenhead provided clarification on the nature of the proposed loan and fund transfers.
Mayor Cadenhead, seconded by Councilmember Holtz, moved TO APPROVE RESOLUTION
2025-016 APPROVING INTERFUND LOAN AND FUND TRANSFERS FOR LAND
PURCHASES. Motion passed 4 — 0.
COUNCIL REPORTS
Mayor Cadenhead: Reported on a meeting he attended with residents in the Tri Lakes Area.
Councilmember Holtz: Thanked the Fire Department for their response to a recent house fire in
the Cimarron neighborhood.
STAFF REPORTS AND ANNOUNCEMENTS
Finance Director Hadler: Noted that 4th quarter 2024 financial reports are in the packet for
review.
Fire Chief Kalis: Thanked neighboring departments for their assistance at the house fire in
Cimarron, noting it was very helpful given the extreme cold temperatures.
