Minutes of Regular Meeting of
November 25th, 2024
CALL TO ORDER: Commission Vice Chair Steil called to order the meeting of the Lake Elmo Planning Commission at
6:30 P.M.
COMMISSIONERS PRESENT: Rehkamp, Bohlig, Steil, Vrieze
COMMISSIONERS ABSENT: Risner
STAFF PRESENT: Community Development Director Stopa, Senior City Planner Jensen, Bolton and Menk Planning
Consultant Nathan Fuerst
Pledge of Allegiance: at 6:30 PM
Approve Agenda: 6:31 PM M/S/P: Bolig /Vrieze made a motion to approve the amended agenda. Vote: 4-0,
motion carried unanimously
Approve Minutes: 6:31 PM M/S/P: Vrieze/Rehkamp made a motion to approve the 11/12/2024 meeting minutes
with an amendment to the attendance to note Commissioner Rehkamp as absent. Vote: 4-0, motion carried
unanimously.
Public Hearing:
a) Zoning Text Amendment – Cannabis Ordinance. The City of Lake Elmo has initiated a text amendment to
Lake Elmo City Code Titles 1 through 105 to regulate cannabis businesses in response to recent legislation.
Bolton and Menk Planning Consultant Nathan Fuerst gave a presentation and answered questions. (6:32-7:10)
M/S/P: Vrieze/Bohlig moved to open the public hearing at 7:11 PM. Vote: 4-0, motion carried unanimously.
i. Bernhard Fleming (8047 22nd St N) attended to learn about the regulations and understands that there are
state regulations, but would like regulations to fit into Lake Elmo’s character. Thinks the public needs more
communication with the topic, but is in favor of the current proposal given how challenging the topic is.
M/S/P: Rehkamp/Vrieze moved to close the public hearing at 7:15 PM. Vote 4-0, motion carried unanimously.
M/S/P: Vrieze/Bohlig moved to recommend City Council approval of the proposed ordinance amendments for
registration and regulation of cannabis and hemp businesses as written by staff. Vote: 4-0, motion carried
unanimously. (7:29 PM)
