HomeMy WebLinkAbout#18 - Schiltgen Park Construction STAFF REPORT DATE: 12/3/2024 Regular AGENDA ITEM: Construction of Schiltgen Park TO: City Council SUBMITTED BY: Adam Swanepoel, Assistant Public Works Director REVIEWED BY: Marty Powers, Public Works Director BACKGROUND: With the construction of the new Northstar Development, the city received 29.9 acres that was put into a conservation easement, along with $218,876 added to the Park Dedication Fund. Beginning in the fall of 2024, staff is looking to construct a nature trail through the park property. Construction of the trails would be completed by Public Works using a Fecon mulching head to shred buckthorn and invasive trees. In addition, staff is looking to furnish the park with a standard City Park Sign, a kiosk map, benches, bike rack and trash receptacles prior to opening the park. ISSUE BEFORE CITY COUNCIL: Would City Council like to construct a trail system through Schiltgen Park along with the proposed assets as outlined for the construction of the park? PROPOSAL DETAILS/ANALYSIS Staff has suggested items to be installed at the entrance and throughout the park. Work would be completed by city staff starting in December of 2024 (weather pending) and would be completed in the spring of 2025. The following items are being proposed for the new park: Park Sign: Purchase of a park sign, to be placed at the park entrance. This sign will be consistent with our other city park entrance signs and will be installed by staff. A kiosk with a map of the trail will be placed at three of the trail entrances to the park. Benches: Consistent with other City Parks, up to four benches will be installed throughout the park along the newly constructed trail. Picnic Tables: Two picnic tables would be placed in open areas within the park. Concrete: Concrete will be purchased to make footings and anchoring for up to four proposed benches. Garbage Cans: Two additional garbage cans are being recommended at this park location. Staff is considering recycling bins at in this park, identical to what was placed in the downtown area. Fecon Mower Rental: Trail construction would be completed with the use of a mulching mower. Staff would rent a Fecon mower to shred buckthorn and invasive trees along the proposed path. The proposed path has been selected to minimize mature tree removal, wetland disturbance and to maintain a grade that would allow for an enjoyable hike. Page 2 Staff presented the construction project in front of the Parks Commission on 11/18/2024. All members voted in favor to recommend the construction and cost projections to city council as outlined below: Entrance Sign / Signs $7,400 Kiosk sign w/ trails $1,000 Park Benches $2,500 Picnic Tables $1,800 Concrete $1,000 Garbage Receptacles $3,200 Rental – Fecon Mower $3,600 Bike Racks $1600 TOTAL $22100 FISCAL IMPACT: The building of the newly constructed park is expected to be completed in the spring of 2025, with funds coming directly from the Parks Dedication Fund. RECOMMENDATION: “Motion to approve the construction of the trail as proposed in the new Schiltgen Park and purchase of amenities to be installed in the park, in an amount not to exceed $25,000.”
