ISSUE BEFORE COUNCIL:
Should staff be directed to bring forth a future council agenda item regarding the striping/parking plan along
Upper 33rd Street, from Laverne Avenue to Lake Elmo Avenue?
BACKGROUND:
In 2015 Upper 33rd Street was reconstructed from Laverne Avenue to Lake Elmo Avenue as part of the
Old Village Phase 1 Improvements. The approved design consisted of a 30-foot wide street that could
accommodate 2 – 11-foot drive lanes and a 7-foot wide bump-out on-street parking bay along the north side
(see attached Typical Section).
After the design was complete the City was approached by the property owner located at 11320 Upper 33rd
Street North to review shifting the new roadway further north from his existing commercial building. Upon
extensive staff review, property ownership and right-of-way verification, it was determined that it is not
possible to shift the roadway. To address the property owner’s concerns, staff worked with the design
engineer to propose a revised striping plan which would direct traffic further away from the building by
repurposing the drive lane locations within the paved surfaces. By changing only the pavement striping the
roadway improvements, including curb locations, were constructed as originally proposed. The council
approved the revised stripping plan which resulted in the elimination of 5 on-street public parking spaces.
PROPOSAL DETAILS/ANALYSIS:
Recently, the City council directed staff to identify the costs/implications of restriping Upper 33 Street back
to its original plan in order to restore the 5 on-street public parking spaces. Staff has obtained quotes for
restriping the roadway and will be present to discuss impacts, options and staff recommendations for
completing the work as part of standard seal coat maintenance practices.
OPTIONS:
1) Direct staff to take no action and to leave the in-place striping plan.
2) Direct staff to bring this issue before a future council meeting with recommendations for restriping
Upper 33rd Street to restore the 5 on-street parking spaces to be completed in 2019 as a stand-alone
improvement.
3) Direct staff to bring this issue before a future council meeting with recommendations for restriping
Upper 33rd Street to restore the 5 on-street parking spaces to be completed in conjunction with a
standard seal coat maintenance project.
