CITY COUNCIL MINUTES
APRIL 1, 2025
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Cadenhead called the meeting to order at 7. 00 pm.
PRESENT: Mayor Charles Cadenhead and Councilmembers, Nick Dragisich, Matt Him, Jeff
Holtz and Nick Kragness.
Staff present: Administrator Miller, City Attorney Sonsalla, City Engineer Stanley, Public Works
Director Powers, Finance Director Hadler, Sr. City Planner Jensen and City Clerk Johnson.
APPROVAL OF AGENDA
Councilmember Dragisich, seconded by Councilmember Holtz, moved TO APPROVE THE
AGENDA AS PRESENTED. Motion passed 5 — 0.
PUBLIC COMMENTS/INQUIRIES
Dennis & Cheryl Kelly, 13667 Greenwood Tr. N., West Lakeland, announced the beginning of a
process to reestablish a Lions Club in Lake Elmo with a public meeting on April 16, 2025.
ACCEPT MINUTES
Councilmember Him, seconded by Councilmember Dragisich, moved TO ACCEPT THE
MINUTES OF THE MARCH 18, 2025 CITY COUNCIL MEETING AS PRESENTED.
Motion passed 5 — 0.

Councilmember Holtz, seconded by Councilmember Dragisich, moved TO APPROVE THE
CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0.
ITEM 11: Accept Bids and Award Contract for the Village Parkway/UPRR Crossing
Improvements
Councilmember Holtz, seconded by Councilmember Dragisich, moved TO APPROVE
RESOLUTION NO. 2025-035, ACCEPTING BIDS AND AWARDING A CONTRACT TO
NEW LOOK CONTRACTING, INC. FOR THE BID AMOUNT OF $587,948.01, FOR THE
VILLAGE PARKWAY UPRR CROSSING IMPROVEMENTS. Motion passed 5 —0.
Councilmember Holtz, seconded by Councilmember Dragisich, moved TO APPROVE AN
INCREASE IN THE SEH, INC. DESIGN SERVICES CONTRACT IN THE AMOUNT OF
$9,000, AND AUTHORIZE THE CITY ADMINISTRATOR TO ENTER INTO A
MATERIAL TESTING CONTRACT WITH BRA UNINTER TEC IN THE NOT -TO -
EXCEED AMOUNT OF $10,000. Motion passed 4-1 — 0. (Mayor Cadenhead abstained due
to a conflict of interest resulting from his employment with SEH, Inc.)
ITEM 12: Authorize Plans and Specifications for the I_-94 Lift Station and Forecemain
Improvements
City Engineer Stanley reviewed the need for replacement of the sewer forcemain that transmits
sewage from the I-94 lift station, noting that forcemain has had several breaks in the last few
years which have required emergency response and repair. Stanley stated that the forcemain is
beyond its useful life and requires replacement. Discussion held regarding the possible causes of
the pipe failures.
Councilmember Holtz, seconded by Councilmember Dragisich, moved TO AUTHORIZE
PREPARATION OF PLANS AND SPECIFICATIONS AND APPROVE TASK ORDER NO.
27 FOR DESIGN PHASE ENGINEERING SERVICES TO BE PROVIDED BY BOLTON
AND MENK, INC. IN THE NOT -TO -EXCEED AMOUNT OF $109,537, AND AUTHORIZE
THE CITY ADMINISTRATOR TO SIGN A GEOTECHNICAL SERVICES CONTRACT IN
THE NOT -TO -EXCEED AMOUNT OF $30,000, FOR THE I-94 LIFT STATION
FORCEMAINREPLACEMENT PROJECT. Motion passed 5 — 0.

STAFF REPORTS AND ANNOUNCEMENTS
City Administrator Miller: Thanked Administrative Services Director Goers for her service to
the city and noted that the position is posted for applicants.
Public Works Director Powers: Reported on street sweeping.
City Attorney Sonsalla: Reported on the closings for purchase on the ballfield properties and
an upcoming hearing on appeals in the water supply lawsuit.
