BACKGROUND: On June 17, 2025 the City Council ordered an advertisement for bids for the I-94 Lift
Station and Forcemain Replacement Project. The project was advertised on QuestCDN.com and in the
Stillwater Gazette in accordance with the Minnesota Competitive Bidding requirements.
ISSUE BEFORE COUNCIL: Should the City Council accept bids and award a construction contract for
the project?
PROPOSAL DETAILS/ANALYSIS: The improvements include the replacement of an existing 8-inch
forcemain with a new 16-inch HDPE forcemain, sized to meet the ultimate service flows to the I-94 Lift
Station. The new forcemain will be installed in the approximate location of the existing forcemain, which
will be abandoned in place, and will be installed through a combination of directional drilling and open cut
trenching. The improvements also include the replacement of the existing 90-inch culvert as it crosses
Hudson Boulevard. The failed culvert was discovered last fall as part of the Amira Subdivision
Improvements and was then incorporated in the 2025 CIP to be addressed as a City project. New pumps
were also ordered to support the increased forcemain size and new operating conditions.
Contractor bids were received and opened electronically on July 8, 2025. The City received five bids for
this project, with A-1 Excavating LLC. providing the lowest bid in the amount of $1,248,683.00. Following
review and verification of the bid tabulations, the City Engineer and Design Engineer are recommending
that the City Council award the contract to the lowest responsible bidder, A-1 Excavating LLC., as outlined
in the attached letter. The table below provides a total project cost comparison to the Capital Improvement
Plan budget. The costs include the pump purchase amount in the total estimated project cost.

The bids received were competitive and represent the actual cost of completing construction efforts for the
project
As part of this contract award, staff is also requesting the Council to authorize the City Administrator to
enter into a construction material testing contract for the project construction phase services in the not-to-
exceed amount of $25,000. Staff will be receiving proposals from both Braun Intertec and AET.
FISCAL IMPACT: Approval of this resolution commits the City to enter into a construction contract for
the project. The estimated post-bid project cost is $1,767,700 based on bids received and lowering project
contingencies to 7.5% for unforeseen conditions incurred during construction.
The improvements will be funded through a combination of sanitary sewer and storm sewer utility funds.
OPTIONS:
• Accept the Bids and Award a Contract to A-1 Excavating LLC.
• Do not move forward with this project
RECOMMENDATION: Staff are recommending the City Council approve a Resolution Accepting Bids
and Awarding a Contract to A-1 Excavating LLC. for the bid amount of $1,248,683.00 for the I-94 Lift
Station and Forcemain Replacement Project. The Recommended motion is as follows:
Motion to approve Resolution No. 2025-055, Accepting Bids and Awarding a Contract to A-1
Excavating LLC, for the bid amount of $1,248,683.00 for the I-94 Lift Station Forcemain
Replacement Project.
Staff are also recommending the City Council authorize the City Administrator to enter into a material
testing contract for the project construction phase services in the not-to-exceed amount of $25,000. The
Recommended motion is as follows:
Motion to authorize the City Administrator to enter into a material testing contract for the project
construction phase services in the not-to-exceed amount of $25,000 for the I-94 Lift Station
Forcemain Replacement Project.

A RESOLUTION ACCEPTING BIDS AND AWARDING A CONTRACT FOR THE
I-94 LIFT STATION FORCEMAIN REPLACEMENT PROJECT
WHEREAS, pursuant to an advertisement for bids for the I-94 Lift Station and Forcemain
Replacement Project, bids were received, opened, and tabulated according to law, and bids were
received complying with the advertisement; and
WHEREAS, bids were tabulated, checked and summarized to verify that all requirements
of the submittal were met; and
WHEREAS, the project engineer reviewed the bids and has provided a letter
recommending the award of the contract to the lowest responsible bidder, A-1 Excavating LLC.,
for the bid amount of $1,248,683.00.
NOW, THEREFORE, BE IT RESOLVED,
1. That the Mayor and City Clerk are hereby authorized and directed to enter into a Contract
in the accordance with the above ordered Project, in the amount of the Contractor’s lowest
responsible bid, and according to the plans and specifications thereof approved by the City
Council.
2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the
deposits made with their bids, except that the deposits of the successful bidder and the next
two lowest bidders shall be retained until a contract has been signed.
