The project is part of the <br />revised Water Supply Plan to construct new production wells (Well 6, and Well 3 or 7) to be located in the <br />south growth area and high‐pressure zone. Preliminary site investigations have identified approximately <br />8.2 acres to be acquired from parcel 28.029.142.0005, owned by Voran 711 Land Holdings LLC. <br /> <br />ISSUE BEFORE COUNCIL: Should the City Council approve the engineering services task order with <br />Stantec and geotechnical services contract with Braun Intertec for the South Water Treatment Plant and <br />Well 6 Project? <br /> <br />PROPOSAL DETAILS/ANALYSIS: The MPCA Grant Agreement Amendment #2 for the South Water <br />Treatment Plant and Well 6 Project has been prepared to fund Phase 2 of the Preliminary Site Investigations, <br />including a topographic survey and map of the existing conditions, wetland delineations, geotechnical <br />investigations, and the construction of a test well for Well 6. <br /> <br />The City is preparing to enter into a purchase option agreement with the property owner that will allow <br />right-of-entry by the City and its’s consultants/contractors for the purpose of conducting due diligence <br />investigations prior to closing on the property. The due diligence investigations to be completed are as <br />identified above and as further detailed in the attached engineering services proposal prepared by Stantec <br />and dated July 11, 2025, and the attached geotechnical services proposal prepared by Braun Intertec and <br />dated June 27, 2025. <br /> <br />FISCAL IMPACT: The Amended Grant Agreement provides for reimbursement to the City in the not to <br />exceed amount of $265,000; an increase of $155,000. Grant Amendment #2 also extends the expiration
