Beginning the week of Memorial Day and continuing through Labor Day, Lake Elmo City Hall’s business
hours will be:
Monday – Thursday 8:00 AM – 4:30 PM
Friday 8:00 AM – Noon.
CITY BUSINESS
Congressional Tour of General Atomics PFAS
Destruction Technology at Lake Elmo Public Works
On Friday, Senior representatives of Bay West, General Atomics
Electromagnetic Systems, The City of Lake Elmo Administrator,
Nicole Miller, and City Councilor Jeff Holtz welcomed
Congresswoman Betty McCollum, District 64A Representative
Kaohly Her, Met Council Assistant Manager Jen Kostrzewski, Mayor
Anne Burt of Woodbury, Mayor Ted Kozlowski of Stillwater, and area
scientists for a tour of the Bay West Industrial Supercritical Water
Oxidation (iSCWO) system, at Lake Elmo Public Works.
The visit highlighted Bay West’s remediation expertise and General
Atomics’ innovative technology designed to remove PFAS
compounds from concentrated liquids. We appreciated the
opportunity to share how this work supports long-term water quality
and public health for our communities.
On Friday, June 6, from 10:00 a.m. to 3:00 p.m., Baywest will host an
informational tour at the Lake Elmo Public Works site.This tour is
available to city residents and will cover the research while
addressing questions about this innovative study.

SUMMER ROAD PROJECTS
Work on Upper 33rd St and Lake Elmo Ave
begins Monday, June 2
Public Works will be working near the intersection of Upper 33rd
Street and Lake Elmo Avenue on Monday, June 2. This project
involves upgrading a large pressure-reducing valve, which will
enable remote control of water pressures in the southeast quarter of
the city (Zone C).
This device will also permit remote adjustments to the water levels in
the new Lake Elmo/Hudson Water Tower. These adjustments are
necessary throughout the year to enhance flushing operations, meet
summer irrigation demands, and minimize ice buildup and freezing in
the water tower during the winter months.
A crew will be on-site for much of the day completing the upgrades.
Water service interruptions to Zone C are not expected; however,
changes in water service pressure are possible during the process.

Project information
Road Closure: Stillwater Way N From Little Bluestem
Trail North to East Stillwater Way
Road closure on Stillwater Way N. from Little Bluestem Trail North to
the east end of Stillwater Way N. During the road closure, cars may
use Stillwater Blvd. and Manning Avenue.
Washington County / Lake Elmo Summer Road
Projects
1) County Highway 13 (Inwood Ave) and County Highway 10 (10th
Street North) to County Highway 6 (Stillwater Blvd North).
2) County Highway 15 (Manning Avenue) Phase 3. County
Highway 15 (Manning Avenue) between County Highway 10 (10th
Street North) and 40th Street.
Washington County Road Projects
Crosswalk Installation Complete
The installation of crosswalks at the intersection of 39th Street and
Laverne Ave. N, as well as at 39th Street and Wildflower, are now
complete.
LAKE ELMO PARKS AND RECREATION
With over 500 acres of city parkland and more than 80 miles of trails, Lake Elmo features an extensive park
and trail system for residents and visitors to enjoy and explore. Our park and trail system provides a diverse
range of recreational opportunities, including organized sports, casual play, nature appreciation, hiking,
cross-country skiing, horseback riding, picnicking, relaxation, and many other outdoor activities.
Each park offers high-quality recreational facilities and open spaces for the community to enjoy while
preserving the history, setting, character, and unique features that make each park special. We are excited
to highlight one of Lake Elmo Park's parks each month, inviting our community to learn about and
appreciate the contributions of these parks to our growing and thriving community.
Carriage Station Park
Carriage Station Park offers a variety of activities for visitors to enjoy.
The playground features twisting slides, swings, and climbing areas.
The basketball court is an ideal place to start a pick-up game, or
bump, set, and spike on the volleyball court.

Playground Work Complete at Pebble Park and
Demontreville Park
Demontreville Park and Pebble Park have undergone some updates
and are open for the summer. Kleis Park will be ready to play next
week.
Trails at these two parks will be paved and ADA accessible in the
coming weeks.

Lake Elmo Farmer's Market Opens June 7
Vendors are getting ready for the 2025 Lake Elmo Farmer's Market
season, opening Saturday, June 7 at 9:00 a.m. in the Lake Elmo
Elementary parking lot.
Lake Elmo Park Reserve Swim Pond Opens June 7
The swim pond will officially open for the season on June 7!
This year, families have even more reason to visit. Work will soon be
complete on the addition of a brand-new kids' play area, designed for
fun, imagination, and plenty of smiles. Whether you’re cooling off in
the water or enjoying nature in the park, there’s something for
everyone to enjoy.
Lake Elmo Park Reserve
Lake Elmo Creamery Grand Opening
Celebrate the grand opening of Lake Elmo Creamery, Saturday, May
31, from 1:00 pm - 4:00 pm. There will be games, prizes, face
painting, a magician, the Lake Elmo Fire Truck, root beer floats, and
of course, ice cream.
Sally Manzara Interpretive Nature Center
Join us on Saturday, June 7th at 9 a.m. for the annual Sunfish Lake
Park Family Nature Day celebration!
Here are some of the things you can look forward to:
Booths lining the walking paths around the SMINC featuring
organizations like Wild Rivers Conservancy, Minnesota.
Astronomical Society, Washington County Master Gardeners,
Lake Elmo Library, and more.
Crafts and games for the kids.

Center from 9:30 a.m. to 11:30 a.m.
Free coffee and lemonade.

Washington County Library Summer Programs Begin
June 1
Whether you're learning to read, love to read, or want to share your
love for reading with your child, Washington County's Summer at
Your Library has programs for all ages.
The Summer Adventure program, designed for children aged 0-11,
engages young people in reading, learning, listening, and
exploration. Level Up, a video-game themed program for kids aged
12-18, engages kids in active learning through reading, cooking,
crafting, and gaming. There are also programs for adults.

Lake Elmo Night Out Informational Meeting
Lake Elmo Night Out, scheduled for August 5, 2025, will host an informational meeting for businesses and
organizations on Tuesday, June 3, 2025, at 5:30 p.m. at the Lake Elmo Library.

New Lions Club Forming
Join others interested in forming the new Lake Elmo Lions Club June 6 at 6:00 p.m. at the Lake Elmo
Community Center. Discover how Lions serve, lead, and create positive change, and how YOU can be a
part of it.
Free Finished Compost in May
During the month of May, Washington County residents can pick up
free finished compost at two locations. The finished compost is made
by mixing food scraps with yard waste at a commercial composting
facility. Compost is rich in nutrients and has many benefits, including
promoting healthier plant growth, improving soil health, and
preventing soil erosion.
Washington County Recycling
Washington County Learn to Paddle Program
Learn the basics of kayaking and gain confidence paddling on the
water with Washington County Parks Learn to Paddle program.
Beginners 10 and older can learn how to paddle a kayak with free
interactive instruction from Wild Rivers Conservancy. Kayak, life
jacket, paddle, and vehicle permit are provided.

Thursday, June 5, 10 a.m.-noon, registration required.

Registration is limited to one session per person.

Watering Season and Irrigation
Lake Elmo City Watering Ordinance allows properties connected to
the city water system to irrigate twice a week, as indicated on the
city's irrigation zone map. Irrigation is restricted from 5:00 a.m. to
5:00 p.m. Hand watering is permitted at any time, and new sod
waivers are available if needed.
Using a smart irrigation controller device can further reduce your
water usage. For more information on watering restrictions, please
visit lakeelmo.gov.
No Small Plastic in Recycling Bins
Don't put small plastic items like straws, utensils, or loose caps in the
recycling. They can fall through the recycling equipment and end up
in the trash. Instead, keep caps on plastic bottles and aluminum tabs
attached to cans.

What Do My Taxes Pay For?
The City Council adopted the 2025 Tax Levy on December
17. City Finance staff have developed a downloadable property
tax calculator that estimates 2025 city taxes (no other
jurisdictions) on your home. It shows approximately how much
of your taxes are allocated to each service area.

New Utility Billing Payment Portal
We have moved to an intuitive new Utility Billing Portal called Paya.
Grab your City of Lake Elmo utility account number and proceed to Paya at the link below to register,
manage your account, set up autopay, or make payments.

Safe Drinking Water Meeting Replay is Available
The City of Lake Elmo, along with the Minnesota Pollution Control
Agency (MPCA) and Minnesota Department of Health (MDH), hosted
an informational meeting regarding PFAS, safe drinking water, and
private wells on July 25, 2024, where presentations were given by
MPCA, MDH, and Lake Elmo’s City Engineer as well as a question-
and-answer period for the participants.
