CITY COUNCIL MINUTES
DECEMBER 17, 2024
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Cadenhead called the meeting to order at 7:04 pm.
PRESENT: Mayor Charles Cadenhead and Councilmembers Katrina Beckstrom, Nick Dragisich,
Matt Hirn and Jeff Holtz.
Staff present: Administrator Miller, Administrative Services Director Goers, City Attorney
Sonsalla, City Engineer Griffin, Public Works Director Powers, Fire Chief Kalis, Community
Development Director Stopa and City Clerk Johnson.
APPROVAL OF AGENDA
Councilmember Holtz, seconded by Councilmember Hirn, moved TO APPROVE THE
AGENDA AS PRESENTED. Motion passed 5 – 0.
ACCEPT MINUTES
Councilmember Holtz, seconded by Councilmember Dragisich, moved TO ACCEPT THE
MINUTES OF THE NOVEMBER 17, 2024 REGULAR CITY COUNCIL MEETING AND
DECEMBER 3, 2024 SPECIAL MEETING AS PRESENTED. Motion passed 5 – 0.

Councilmember Holtz, seconded by Councilmember Dragisich, moved TO APPROVE THE
CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0.
ITEM 14: Truth in Taxation 2025 Budget
Finance Director Hadler presented the final 2025 budget and tax levy.
Councilmember Holtz, seconded by Councilmember Dragisich, moved TO OPEN THE
PUBLIC HEARING. Motion passed 5 – 0. No comments were made.
Councilmember Holtz, seconded by Councilmember Dragisich, moved TO CLOSE THE
PUBLIC HEARING. Motion passed 5 – 0.
Councilmember Holtz, seconded by Councilmember Hirn, moved TO APPROVE
RESOLUTION 2024-134 SETTING THE 2025 PROPERTY TAX LEVY AND ADOPTING
VARIOUS 2025 BUDGETS.
Discussion held regarding tax rate and tax increase.
Motion passed 5 – 0.
ITEM 15: 2025-2034 Capital Improvement Plan
Finance Director Hadler presented funding sources and an overview of currently planned
projects.
Councilmember Hirn, seconded by Councilmember Holtz, moved TO ADOPT THE 2025-2034
CAPITAL IMPROVEMENT PROGRAM.
Discussion held regarding debt issuance and projected included in the plan.
Motion passed 5 – 0.
ITEM 16: Approve 2025 Fee Schedule
Finance Director Hadler noted changes made to the fee schedule for 2025.

Councilmember Hirn, seconded by Councilmember Holtz, moved TO APPROVE
ORDINANCE 2024-22 ADOPTING THE 2025 CITY OF LAKE ELMO FEE SCHEDULE.
Motion passed 5 -0.
Councilmember Hirn, seconded by Councilmember Holts, moved TO ADOPT RESOLUTION
2024-135 AUTHORIZING PUBLICATION OF ORDINANCE 2024-22 BY TITLE AND
SUMMARY. Motion passed 5 – 0.
ITEM 17: EE HANDBOOK UPDATES
Administrative Services Director Goers reviewed revisions made to the proposed updates based
on discussion at the December 10th Council workshop based on input from Council and finance
staff.
Councilmember Hirn, seconded by Councilmember Holtz, moved TO APPROVE UPDATES
TO THE EMPLOYEE HANDBOOK.
Mayor Cadenhead, seconded by Councilmember Hirm, moved TO AMEND THE PRIMARY
MOTION BY ADDING A CHANGE TO REDUCE THE PROPOSED MAXIMUM PTO
CARRYOVER FROM 206 HOURS TO 240 HOURS. Motion passed 5 – 0.
Mayor Cadenhead, seconded by Councilmember Hirm, moved TO AMEDN THE PRIMARY
MOTION BY ADDING A CHANGE TO THE PROPOSED MAXIMUM PTO CARRYOVER
FOR CAREER FIREFIGHTERS FROM 320 HOURS TO 300 HOURS. Motion passed 5 –
0.
Primary motion passed 5 – 0.
ITEM 18: City Administrator Performance Review Summary
Mayor Cadenhead read a statement summarizing the City Administrator’s six month
performance review held on December 3, 2024.
COUNCIL REPORTS
Mayor Cadenhead: Attended County Commissioner Kriesel’s retirement party and thanked him
for his service. Also thanked Councilmember Beckstrom for her service on the City Council and
presented her with a plaque on behalf of the City.
Councilmember Holtz: Thanked Councilmember Beckstrom for her service and thanked voters
for supporting him; welcomed newly elected Councilmember Kragness.
Councilmember Beckstrom: Thanked Lake Elmo residents for the opportunity to serve on the
City Council and thanked fellow councilmembers for their service.
Councilmember Hirn: Thanked Councilmember Beckstrom for her service.

STAFF REPORTS AND ANNOUNCEMENTS
City Administrator Miller: Reported on the December 5th public service appreciation event and
Leadership in the Valley.
City Clerk Johnson: Noted that the Local Board of Appeals meeting has been scheduled for
April 15, 2024, 4:30 – 6:30 p.m.
