With the new Water Tower No. 4 being operational, Water Tower No. 1 is
undersized and no longer a viable component of the City water system. Cell Tower providers were noticed
last year to vacate the water tower in preparation of the project and are relocating to temporary pole
installations at the water tower site. Following the removal of the wellhouse and rearrangement of the water
system valves, Water Tower No. 1 is ready for demolition.

ISSUE BEFORE COUNCIL: Should the City Council authorize engineering services for the Water Tower
No. 1 Demolition Project?

PROPOSAL DETAILS/ANALYSIS: Task Order No. 29 has been prepared to retain Short Elliot
Henderson Inc. to provide engineering services for the water tower demolition project. The engineering
services include guidance during the design process; preparation of plans and specifications for the
demolition; management of the project bidding/quotes; and engineering services and oversight during the
demolition work. SEH, Inc. has been assisting the City over the past years in preparation of the water tower
demolition and in optimizing the water system operations.

The project schedule is attached and outlines the key milestones needed to complete the detailed design and
to receive contractor bids/quotes in order for the water tower demolition to take place in 2025. The scope
of services, project delivery schedule and fee proposal are summarized in the attached Task Order.

FISCAL IMPACT: The Project will be paid from the Water Enterprise Fund. If authorized, SEH, Inc.
will complete final design, bidding, and construction phase services in a not to exceed amount of $39,300.
Total Project Costs are unknown at this time until quotes can be obtained for the demolition work. It is
expected that the Total Project Costs will be less than $100,000.
