AGENDA ITEM: Authorize Engineering Services for the Water Tower No. 1 Demolition
REVIEWED BY: Nicole Miller, City Administrator
Clarissa Hadler, Finance Director
Marty Powers, Public Works Director
Chad Isakson, Assistant City Engineer
CORE STRATEGIES:
☐ Vibrant, inclusive, connected community ☐ Efficient, reliable, innovative services
☐ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future
☒ Managed Growth ☒ Resilient Infrastructure
BACKGROUND: The Demolition of Water Tower No. 1 is programmed in the Capital Improvement Plan
for 2025 implementation. With the new Water Tower No. 4 being operational, Water Tower No. 1 is
undersized and no longer a viable component of the City water system. Cell Tower providers were noticed
last year to vacate the water tower in preparation of the project and are relocating to temporary pole
installations at the water tower site. Following the removal of the wellhouse and rearrangement of the water
system valves, Water Tower No. 1 is ready for demolition.
ISSUE BEFORE COUNCIL: Should the City Council authorize engineering services for the Water Tower
No. 1 Demolition Project?
PROPOSAL DETAILS/ANALYSIS: Task Order No. 29 has been prepared to retain Short Elliot
Henderson Inc. to provide engineering services for the water tower demolition project. The engineering
services include guidance during the design process; preparation of plans and specifications for the
demolition; management of the project bidding/quotes; and engineering services and oversight during the
demolition work. SEH, Inc. has been assisting the City over the past years in preparation of the water tower
demolition and in optimizing the water system operations.
The project schedule is attached and outlines the key milestones needed to complete the detailed design and
to receive contractor bids/quotes in order for the water tower demolition to take place in 2025. The scope
of services, project delivery schedule and fee proposal are summarized in the attached Task Order.
FISCAL IMPACT: The Project will be paid from the Water Enterprise Fund. If authorized, SEH, Inc.
will complete final design, bidding, and construction phase services in a not to exceed amount of $39,300.
Total Project Costs are unknown at this time until quotes can be obtained for the demolition work. It is
expected that the Total Project Costs will be less than $100,000.
RECOMMENDATION: Staff is recommending that the City Council consider authorizing engineering
services for the Water Tower No. 1 Demolition Project. The recommended motion for this action is as
follows:
“Move to authorize engineering services for the Water Tower No. 1 Demolition Project as outlined
in SEH, Inc. Task Order No. 29, in the not to exceed amount of $39,300”.

Water Tower No.1 Demolition
Proposal for Engineering Services
SEH Project No. 184602
Chad Isakson, PE
Senior Project Manager
City of Lake Elmo
3880 Laverne Avenue North
Lake Elmo, MN 55042
Dear Mr. Isakson:
Short Elliott Hendrickson Inc. (SEH®) is pleased to present this proposal for engineering services in support of the
demolition and removal of existing Water Tower No. 1 (Project). We appreciate the opportunity to assist the City
of Lake Elmo (City) with this project as it advances efforts to enhance its public water supply system.
Project Understanding
The City of Lake Elmo has identified its oldest elevated water storage facility, Water Tower No. 1, as an aging and
underutilized asset. With the successful construction and operation of Water Towers No. 2, 3, and 4, the City’s
water system has sufficient storage capacity, rendering Water Tower No. 1 obsolete and no longer necessary for
system operations.
This proposal outlines SEH’s approach to supporting the City through the full process of decommissioning and
removing Water Tower No. 1. As part of our services, SEH will:
Guide the City through the planning and regulatory considerations associated with water tower
demolition.
Develop detailed bidding documents that clearly define the project scope, safety requirements, and site
restoration expectations.
Assist with contractor solicitation, including bid advertisement, pre-bid meeting coordination, and bid
review.
Provide construction oversight services to ensure the demolition is carried out safely, efficiently, and in
accordance with the contract documents.
Our goal is to support the City in safely removing this facility, eliminating potential long-term maintenance
liabilities, and restoring the site for potential future use.
Project Team
We propose the following team to provide the needed expertise to support City staff and successfully deliver this
project:

prospective bidders.
b. Maintain a plan holder list to track interest from contractors and ensure equitable document access.
c. Provide both electronic and hard copy formats as needed.
4. Responding to Prospective Bidders' Questions: Address any questions or requests for clarification from
prospective bidders to ensure they understand the project scope and requirements.

7. Bid Analysis and Tabulation: Analyze the received bids & Quotes, prepare a detailed bid tabulation, and
summarize the findings in a bid summary letter to City Staff. This will include a thorough evaluation of each
bid's compliance with project requirements and cost-effectiveness.
TASK 3: CONTRACT ADMINISTRATION AND CONSTRUCTION OBSERVATION
Our approach for this phase will include on-site observation, coordination and contract administration. We
recognize that certain phases of the project will demand more intensive observation, while others will require only
periodic oversight. In addition to construction observation services, we will provide contract administration
support, including the review of pay applications, change orders, and contractor requests for information (RFIs).
Throughout the project, we will maintain active engagement, ensuring that the appropriate personnel are on-site
at critical times. This strategy is designed to facilitate thorough observation of key work activities, effective
management of contract documentation, and the delivery of a successful project to the City.
1. Preparation, Distribution, and Review of Contract Documents: Develop and distribute all necessary contract
documents to relevant parties. Review the documents to ensure they meet all project requirements and
standards.

plans and specifications related to project staging.
4. Pre-Construction Meeting: Coordinate and facilitate a pre-construction meeting to align all stakeholders on
project expectations and timelines.
5. Project Management: Conduct bi-weekly status meetings to monitor progress and address any issues, based
on the contractor's schedule of activities (assuming a 6-week construction schedule to account for
mobilization, demolition, removals and restoration).

adjustments needed during construction.
7. Review of Monthly Pay Requests: Review and approve monthly pay requests from the contractor to ensure
accurate and timely payments (assuming four pay requests).

regulatory requirements are met and the project is officially completed.
10. Coordinate and Monitor Field Observations: Observer demolition operations and if applicable, observe tests
as specified & ensure tests comply with project specifications and building official requirements.
11. Prepare "Punch List" at Substantial Completion: Identify and document incomplete or non-compliant work
Coordinate with the contractor to address punch list items.
12. Prepare Final Acceptance Letter: Collaborate with City staff to draft the final acceptance letter. Ensure all
project requirements are met before final acceptance.
