<br /> STAFF REPORT <br />DATE: March 4, 2025 <br /> CONSENT <br /> <br />TO: Mayor and Councilmembers <br />FROM: City Clerk Julie Johnson <br />AGENDA ITEM: Approve Charitable Gambling Permit for Oakdale Athletic Association <br /> <br /> <br />CORE STRATEGIES: <br /> <br />☒ Vibrant, inclusive, connected community ☐ Efficient, reliable, innovative services <br />☐ Responsive, transparent, adaptive governance ☐ Balanced Finances now and future <br />☐ Managed Growth ☐ Resilient Infrastructure <br /> <br /> <br />BACKGROUND: Oakdale Athletic Association has applied for a premises permit to conduct lawful <br />gambling at the Twin Point Tavern bar/restaurant in Lake Elmo. The Oakdale Athletic Association <br />(OAA) is an independent, nonprofit, youth organization administered and managed by volunteer adults <br />since 1971. All residents of Oakdale are eligible to be members of OAA. OAA intends to use proceeds <br />from lawful gambling to help support its operations. <br /> <br />In order for the application to be considered by the Gambling Control Board, the City must pass a <br />Resolution approving the application. The Gambling Control Board will then review the application and <br />supporting materials and approve or deny the application. <br /> <br />ISSUE BEFORE COUNCIL: Should the Council approve the application for OAA to operate charitable <br />gambling in the form of pull tabs at the Twin Point Tavern? <br /> <br />PROPOSAL DETAILS/ANALYSIS: The Lake Elmo Jaycees have been conducting pull tab sales at the <br />Twin Point for several years. Staff has learned that the Lake Elmo Jaycees will no longer be conducting <br />pull tab sales and OAA has obtained permission to take over the location. Pull tab sales benefit the City in <br />the form of a yearly donation as outlined in the City’s ordinance, and the establishment hosting the pull tab <br />booth benefits from the customers drawn in to participate in the activity. <br /> <br />FISCAL IMPACT: The City will receive an annual donation of 10% of the profits from the charitable <br />gambling. <br /> <br />OPTIONS: Approve or deny the application. <br /> <br />RECOMMENDATION: <br />Motion to approve the charitable gambling permit for Oakdale Athletic Association. <br /> <br />ATTACHMENTS: <br />Resolution 2025-018
