CITY COUNCIL MINUTES
MAY 20, 2025
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Acting Mayor Holtz called the meeting to order at 7:07 pm.
PRESENT: Acting Mayor Jeff Holtz and Councilmembers, Nick Dragisich, Matt Hirn and Nick
Kragness. ABSENT: Mayor Charles Cadenhead.
Staff present: Administrator Miller, City Attorney Sonsalla, City Engineer Stanley and
Community Development Director Stopa.
APPROVAL OF AGENDA
Acting Mayor Holtz, seconded by Councilmember Hirn, moved TO APPROVE THE AGENDA
AS AMENDED TO ADD “APPOINTMENT OF PARKS COMMISSIONER” to the end of the
Regular Agenda. Motion passed 4 – 0.
ACCEPT MINUTES
Councilmember Hirn, seconded by Councilmember Kragness, moved TO ACCEPT THE
MINUTES OF THE MAY 6, 2025 CITY COUNCIL MEETING AS PRESENTED. Motion
passed 4 - 0.
PUBLIC COMMENTS/INQUIRIES
None
PRESENTATIONS
Washington County Attorney Kevin Magnuson presented information regarding public safety and
justice in Washington County.

2. Approve Payments and Disbursements
3. Approve Pay Request No. 7 for the Stillwater Blvd. (CSAH 14) Trunk Watermain
Improvements
4. Approve Pay Request No. 2 for the Well No. 2 PFAS Removal Equipment
5. Approve Geotechnical Services Contract for the Village Parkway UPRR Crossing
Improvements
6. Accept Park Bench Donation – Resolution 2025-041

ITEM 7: Approve ULI TAP for 180 Acres
ULI Minnesota presented recommendations from the EDA for a 2.5 day Technical Assistance
Panel for the city owned 180 acres to provide outside private market perspectives.
Councilmember Dragisich, seconded by Councilmember Hirn, moved TO APPROVE THE
2.5-DAY PROPOSAL FROM ULI FOR A TAP FOR THE CITY OWNED 180 ACRES.
Motion passed 4 – 0.
ITEM 8: Accept Bids and Award Contract for the Stillwater Area School District Utility
Improvements
City Engineer Stanley presented the project schedule, scope of improvements and connection
charges for the extension of city water and sewer to the Oak Land Middle School site.
Councilmember Dragisich, seconded by Councilmember Hirn, moved TO APPROVE
RESOLUTION NO. 2025-040, ACCEPTING BIDS AND AWARDING A CONTRACT TO
GM CONTRACTING, INC, FOR THE BID AMOUNT OF $1,044,814.00 FOR
STILLWATER AREA SCHOOL DISTRICT UTILITY IMPROVEMENTS. Motion passed 4
– 0.
Councilmember Hirn, seconded by Councilmember Kragness, moved TO AUTHORIZE THE
CITY ADMINISTRATOR TO ENTER INTO A MATERIAL TESTING CONTRACT FOR
THE PROJECT CONSTRUCTION PHASE SERVICES IN THE NOT-TO-EXCEED
AMOUNT OF $30,000 FOR THE STILLWATER AREA SCHOOL DISTRICT UTILITY
IMPROVEMENTS. Motion passed 4 – 0.
ITEM 9: Appointment of Parks Commissioner
Councilmember Hirn, seconded by Councilmember Kragness, moved TO APPOINT TRACY
PETERSON TO THE PARKS COMMISSION. Motion passed 4 – 0.
COUNCIL REPORTS
Councilmember Dragisich: requested a discussion of the city’s storm water fees at a future
meeting.
STAFF REPORTS AND ANNOUNCEMENTS
Community Development Director Stopa: Provided an update on the status of the old fire
station on Laverne Avenue.
