CITY COUNCIL MINUTES
JUNE 3, 2025
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Cadenhead called the meeting to order at 7:00 pm.
PRESENT: Mayor Charles Cadenhead and Councilmembers, Nick Dragisich, Matt Hirn, Jeff
Holtz and Nick Kragness.
Staff present: Administrator Miller, City Attorney Sonsalla, City Engineer Stanley, Community
Development Director Stopa, City Planner Monterusso, Senior Planner Jensen, Fire Chief Kalis,
Public Works Director Powers, Communications Coordinator Smith and City Clerk Johnson

Councilmember Dragisich, seconded by Councilmember Hirn, moved TO APPROVE THE
AGENDA AS PRESENTED. Motion passed 5 – 0.
ACCEPT MINUTES
Councilmember Hirn, seconded by Councilmember Dragisich, moved TO ACCEPT THE
MINUTES OF THE MAY 20, 2025 CITY COUNCIL MEETING AS PRESENTED. Motion
passed 5 – 0.

Councilmember Holtz, seconded by Councilmember Hirn, moved TO APPROVE THE
CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0.
ITEM 9: Primrose Daycare Conditional Use Permit
Planner Monterusso presented the request for a new daycare facility at 11899 Upper 40th Street
North in the newly constructed Bridgewater Village. Marvin Wensman, Development Manager
for Primrose, address questions regarding parking and traffic at peak drop off and pick up times.
Councilmember Hirn, seconded by Councilmember Holtz, moved TO APPROVE
RESOLUTION 2025-044 APPROVING THE REQUEST FROM PRIMROSE SCHOOLS
FRANCHISE CORPORATION FOR THE ESTABLISHMENT AND CONSTRUCTION OF
A DAYCARE FACILITY AT 11899 UPPER 40TH ST. BASED ON THE FINDINGS OF FACT
AND THE CONDITIONS LISTED IN THE STAFF REPORT. Motion passed 5 – 0.
ITEM 10: Berschens Minor Subdivision and Zoning Map Amendment
Senior Planner Jensen reviewed the application for shifting of lot lines as part of estate planning
to create new lots that are more conforming with city standards.
Councilmember Holtz, seconded by Councilmember Hirn, moved TO ADOPT ORDINANCE
2025-11 AMENDING THE CITY ZONING MAP FOR PID 10.029.21.13.0002 FROM
PUBLIC FACILITIES TO RURAL RESIDENTIAL AS PRESENTED BY CITY STAFF.
Motion passed 5 – 0.
Councilmember Holtz, seconded by Councilmember Dragisich, MOVED TO ADOPT
RESOLUTION AUTHORIZING PUBLICATION SUMMARY ORDINANCE 2025-11 WITH
APPROVAL OF RESOLUTION 2025-045. Motion passed 5 – 0.
Councilmember Holtz, seconded by Councilmember Kragness, moved TO RECOMMEND
APPROVAL OF RESOLUTION 2025-046 APPROVING THE BERSCHENS SHORES 3RD
ADDITION MINOR SUBDIVISION BASED ON THE FINDINGS OF FACT AND
CONDITIONS PRESENTED IN THE STAFF REPORT. Motion passed 5 – 0.
ITEM 11: 2026 Street and Utility Improvements
City Engineer Stanley presented an overview of the project area, existing street conditions, scope
of improvements and the project schedule.
Councilmember Holtz, seconded by Councilmember Dragisich, moved TO APPROVE
RESOLUTION NO. 2025-043, ORDERING PREPARATION OF PRELIMINARY DESIGN,
GEOTECHNICAL SERVICES AND FEASIBILITY REPORT FOR THE 2026 STREET
AND UTILITY IMPROVEMENTS. Motion passed 5 – 0.

ITEM 12: University of Minnesota Test Seed Plot
Gary Deters, University of Minnesota Lawn Water Conservation Educator, presented
information on the challenges and benefits of improving grass seed mixtures for better lawn
water conservation. Mr. Deters also reviewed the project proposed for testing seed mixes at the
water tower #3 site in Lake Elmo and discussed irrigation requirements.
Councilmember Holtz, seconded by Councilmember Dragisich, moved TO APPROVE THE
UMN LOW INPUT GRASS STUDY ON CITY PROPERTY FOR 2025 THROUGH 2027
AND PROVIDE AN IRRIGATION WAIVER TO IRRIGATE AS NEEDED DURING THE
2025 ESTABLISHMENT PERIOD. Motion passed 5 – 0.
ITEM 13: Parks Commission Appointment
Councilmember Hirn, seconded by Councilmember Dragisich, moved to appoint Giovanni
Bloyer to the Parks Commission. Motion passed 5 – 0.
COUNCIL REPORTS
Mayor Cadenhead: Reported on the grand opening of the Lake Elmo Creamery ice cream shop.
Councilmember Holtz: Noted the passing of Oak Park Heights Mayor Mary McComber and
commented on the tours held at public works.
STAFF REPORTS AND ANNOUNCEMENTS
City Administrator Miller: Reported on Bay West open house and the quarterly staff lunch.
CLOSED SESSION
Councilmember Hirn, seconded by Councilmember Holtz, moved TO ENTER CLOSED
SESSION PURSUANT TO MN STAT. SECTION 13.05D, SUBDIVISION 3 (A) FOR THE
PURPOSES OF THE CITY ADMINISTRATOR PERFORMANCE REVIEW. Motion
passed 5 – 0.
