PROPOSAL DETAILS/ANALYSIS: Staff has received and processed the request to reduce the development security for landscaping improvements for the Crossroads Launch Development. These phases were inspected and accepted by the Landscape Architect on 5/23/2025. Current Security Amount Proposed Security Amount $681,021 $358,8541.Crossroads East 1st Add (Launch Crossroads) FISCAL IMPACT: It is the City’s goal to retain, at all times during the subdivision improvements, a security amount that is adequate to ensure completion of all elements of the improvements as protection to the City tax payers against the potential of developer default. RECOMMENDATION: Staff is recommending that the City Council, as part of the Consent Agenda, approve the security reductions for the Crossroads East 1st Addition development. The release of security is contingent on the developer being current with all other payments and obligations in accordance with the Development Agreement, including a positive escrow balance as required by the city. Based on this review, the site is being granted initial acceptance and the two-year warranty period may now begin. • The landscape installation meets the specifications and intent of the design; however, a few concerns were identified that warrant continued monitoring and require corrective action or plant replacement over the next year. • See attached plan mark-ups for specific landscape conditions noted in this memo. Recommendations • The following items were noted during the inspection and are recommended for monitoring or further action: 1. Autumn Fire Sedum Loss A significant number of Autumn Fire Sedum plants have failed to establish. These areas should be reevaluated within the next year to determine whether a replacement with a more suitable species is necessary. 2. Powdery Mildew on Ninebark Symptoms of powdery mildew were identified on Ninebark in select locations. Ongoing 2 monitoring is advised to determine if cultural practices or chemical treatments are necessary. If the issue persists or worsens, plant replacement should be considered. 3. Tree Stress Observed Five trees across the property are exhibiting signs of stress. Monitoring over the next growing season is recommended to evaluate their establishment and determine if supplemental care or eventual replacement is needed. 4. Seeding, Blanketing, and Shrub Establishment on the North Side of the Fence Seeded and blanketed areas on the north side of the fence, along with newly planted shrubs, are still in the early stages of establishment. Continued monitoring is essential to ensure successful germination, shrub survival, soil stabilization, and effective weed control. Additional care may be required to support full establishment. 5. Low Spot and Water Ponding under Fence A localized low spot beneath the fence line is causing water to pond. This area should be monitored for changes in drainage performance. If the issue persists or worsens, corrective grading should be considered to mitigate potential erosion or plant health impacts. Next Steps  The above items will be reassessed during the follow-up inspection scheduled for approximately one year from the date of this memo.  Any areas that have not established successfully or have declined in health will require corrective measures or replacement, in accordance with City requirements and maintenance obligations.  The contractor/site maintenance team should continue to perform regular maintenance including watering, weed management, and pest control to support the ongoing establishment of all plant material.
