The Project was moved up in the CIP to address immediate concerns with a fatigued forcemain that has resulted in multiple breaks and high-cost emergency repairs. On April 1, 2025, the City Council ordered the preparation of plans and specifications for the I-94 Lift Station and Forcemain Improvements. The Hudson Boulevard Culvert Repair Project is also part of the 2025 Capital Improvement Plan and has been included as part of this project design. The I-94 Lift Station Forcemain and 90-inch culvert cross each other beneath Hudson Boulevard, resulting in the need to open cut Hudson Boulevard with a full roadway closure. ISSUE BEFORE COUNCIL: Should the City Council approve the Plans and Specifications and Order the Advertisement for Bids for the I-94 Lift Station and Forcemain Improvements, including the Hudson Boulevard Culvert Replacement? PROPOSAL DETAILS/ANALYSIS: The plans and specifications have been completed for the replacement of the forcemain, and the Project is ready to be advertised for contractor bids. A bid date has been scheduled for July 8, 2025, with the intent of recommending a contract award at the July 15, 2025 City Council meeting. The improvements include the replacement of an existing 8-inch forcemain with a new 16-inch HDPE forcemain, sized to meet the ultimate service flows to the I-94 Lift Station. The new forcemain will be installed in the approximate location of the existing forcemain, which will be abandoned in place, and will be installed through a combination of directional drilling and open cut trenching. The improvements also include the replacement of the existing 90-inch culvert as it crosses Hudson Boulevard. The failed culvert was discovered last fall as part of the Amira Subdivision Improvements and was then incorporated in the 2025 CIP to be addressed as a City project. During detailed design it was determined that the new forcemain crossing at Hudson Boulevard and the forcemain connection work at the lift station will require open cutting and a full closure of the roadway due to the presence of multiple utility lines. The open cut trench will expose the existing 90-inch large diameter culvert that was originally planned to be rehabilitated through trenchless lining of the pipe. However, due to both the timing and scope of the forcemain improvements, it has been determined that the culvert rehabilitation work can be completed at less cost if removed and replaced with new pipe during the forcemain project rather than lining the pipe before or after. It is also determined that the impacts to the roadway closure of Hudson Boulevard can be minimized by combining the two projects under one contract. Additional Lift Station Upgrades: As part of the forcemain design, the sanitary sewer service area was reviewed and analyzed to address current and future operations, based on the ultimate sanitary sewer service needs provided by the Planning Department. The system was also reviewed with respect to the Met Council sewer improvements currently in construction, to ensure that the lift station operations are capable for meeting Met Council interim and ultimate discharge conditions. Through this review it has been determined that the lift station pumps will need to be replaced, with the new pumps being operational at the time the new forcemain is placed into operation. The pump selection and configuration analysis remains in progress with recommendations to be brought forward for council consideration at a future date. FISCAL IMPACT: The 2025 CIP includes an identified Project Cost Estimate of $900,000 for the I-94 Lift Station Forcemain Improvements to be paid through the sanitary sewer utility fund. Additional Lift Station Upgrades that were not identified in the 2025 CIP will be presented at a future date with the scope of recommended improvements together with estimated costs. The 2025 CIP also includes an identified Project Cost Estimate of $400,000 for the Hudson Boulevard Culvert Improvements to be paid through the storm sewer utility fund. RECOMMENDATION: Staff is recommending that the City Council approve the plans and specifications and order the advertisement for bids for the I-94 Lift Station and Forcemain Improvements, including the replacement of the Hudson Boulevard Culvert. CITY OF LAKE ELMO WASHINGTON COUNTY STATE OF MINNESOTA RESOLUTION NO. 2025-046 A RESOLUTION APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS FOR THE I-94 LIFT STATION AND FORCEMAIN IMPROVEMENTS WHEREAS, pursuant to City Council motion, passed on April 1, 2025, the City Engineer, together with Bolton and Menk, Inc., has prepared plans and specifications for the I-94 Lift Station and Forcemain Improvements and has presented such plans and specifications to the Council for approval; and WHEREAS, during the project design the City Engineer determined that the project would best be implemented together with the Hudson Boulevard Culvert Replacement Project to save costs and reduce roadway closures of Hudson Boulevard; and therefore has incorporated the replacement of the 90- inch culvert as part of the I-94 Lift Station and Forcemain Improvement plans and specifications. NOW, THEREFORE, BE IT RESOLVED, 1. Such plans and specifications, a copy of which is on file at Lake Elmo City Hall, and made a part hereof, are hereby approved. 2. The City Clerk shall prepare and cause to be inserted in the official paper and posted online with Quest Construction Data Network (QuestCDN.com) an advertisement for bids upon the making of such improvements under such approved plans and specifications. The advertisement shall be published for at least 21 days, shall specify the work to be done, and shall state that sealed bids provided by following required electronic bidding procedures outlined by QuestCDN prior to the specified bid date and time and accompanied by a bid bond or cashier’s check made payable to the City of Lake Elmo in an amount not less than 5% of the amount of such bid will be considered.
