BACKGROUND: Improvements to the I-94 Lift Station and Forcemain located on Hudson Boulevard are
being completed as part of the 2025 Capital Improvement Plan. The Project was moved up in the CIP to
address immediate concerns with a fatigued forcemain that has resulted in multiple breaks and high-cost
emergency repairs. The replacement of a failing 90-inch CMP culvert with a 72-inch RCP culvert is
included in the scope of improvements as well. On June 17, 2025, the City Council approved the plans and
specifications and ordered the advertisement for bid for the project.
ISSUE BEFORE COUNCIL: Should the City Council authorize the purchase of new pumps for the I-94
Lift Station?
PROPOSAL DETAILS/ANALYSIS: As part of the forcemain design, the sanitary sewer service area was
reviewed and analyzed to address current and future operations, based on the ultimate sanitary sewer service
needs provided by the Planning Department. The system was also reviewed with respect to the Met Council
sewer improvements currently in construction, to ensure that the lift station operations are capable for
meeting Met Council interim and ultimate discharge conditions.
Through this review it has been determined that the lift station pumps will need to be replaced, with the
new pumps being operational at the time the new forcemain is placed into operation. The recommended
replacement pumps have been identified for direct purchase by the city.
Pump Information:
• Three (3) Flygt pumps are recommended for purchase from Electric Pump (sole seller of the city’s
preferred pump).
o Initial operation of the station will have 1 pump running at a time to meet Met Council
capacity restrictions. The anticipated pumping rate is 1,100 GPM with one pump
operational.
o The ultimate operation of the station will have 2 pumps running at a time
o Two (2) mixing pipe attachments to stir up grease formations
• Ultimate pumping rate of 1,700 GPM
o Meets ultimate MUSA needs planned for this lift station
• No electrical or generator systems require modifications with the proposed pumps
• An impeller can be changed out for a low cost increase in pumping rate if future needs require a
higher pumping rate and Met Council’s system can accept it.
The pumps are necessary for the continued operation of the city lift station once the new forcemain is
installed and the new Met Council connection is live. Both projects are planned to be in place in the fall of
2025. The estimated lead time on delivery of new pumps is 15 weeks after a purchase order is signed.
FISCAL IMPACT: The estimated cost to purchase three pumps, install them, and complete programming
adjustments is estimated to be $170,000. Staff is requesting authorization to purchase the pumps from
Electric Pump to be paid for out of the Sanitary Sewer Enterprise Fund. Installation and programming
efforts will be quoted out or hired per the city’s purchasing policy at a later date.
RECOMMENDATION: Staff is recommending that the City Council authorize the purchase of three new
pumps for the I-94 Lift Station. The recommended motion is:
“Motion to authorize the purchase of three new Flygt pumps for the I-94 Lift Station within the
authorized $170,000 project budget.”
