HomeMy WebLinkAboutPresentation - Pavement Management Plan UpdatePAVEMENT MANAGEMENT PLAN UPDATE APPROVE PAVEMENT MANAGEMENT PLAN DATED J ULY, 2025 JULY 1, 2025 INVENTORY AND CONDITION ASSESSMENT 1)City uses Goodpointe Technology and their ICON Pavement Management Software Program to manage and maintain the street network inventory and condition ratings. 2)City wide inventory and condition ratings were completed in 2016 and in 2021. 3)Formalized Pavement Management Plan was approved by City Council in 2023, based on the 2021 ratings projected through 2023. 4)One of the recommendations adopted in the 2023 PMP is to perform the pavement condition assessment every 4 years to maintain current assessment data. 5)A detailed surface condition assessment identifies pavement distress type, quantity, severity, and extent. The condition or PCI is then reported on a scale from 1 to 100. 6)The Pavement Condition Index (PCI) methodology is used nationwide and is endorsed by the American Public Works Association (APWA) and has been standardized by the American Society of Testing and Materials (ASTM). Hot rubberized sealant placed in cracks after routing and cleaning. 2)Seal Coating (non-structural). Always completed with crack sealing. An emulsified asphalt spread over the pavement followed by uniform cover of crushed trap rock. 3)Mill and Overlay (structural): Removal of a portion of the bituminous layer followed by paving 1-1/2 to 2-inch new bituminous. 4)Full Depth Reclamation (FDR) – with and without new concrete curb and gutter. 5)Reconstruction. Removal and replacement of full roadway section. The city has added 27 miles of new streets since 2013. 2)The average condition rating for today’s streets is 89 (88.6). This represents a street network in very good to excellent condition and has increased from 83 (82.7) in 2023. 3)The average PCI rating falls to 74.7 for streets with no curb. 4)88.0% of streets are in the “good” or “excellent” category and require only preventative maintenance. This is up from 78.3% in 2023. 5)6.5% of streets are in the “fair” category and will require additional maintenance considerations, such as a Mill and Overlay. 6)5.5% of streets are in the “poor” and “failing” categories, requiring a Full Depth Reclamation or complete Reconstruction. This is down from 15.5% in 2023. 7)The later years of the CIP are based on pavement aging and reflect streets that are currently in good condition. RECOMMENDATIONS 1)Implement street maintenance and rehabilitation in general accordance with the Street Life Cycle Maintenance and Rehabilitation Schedule outlined in the Report. Pavement condition ratings should be conducted every 4 years. 2)Maintain an annualized street maintenance budget in the amount of $600,000 over the next 10 years. This includes crack sealing, seal coating and Mill and Overlays. 3)Continue to investigate alternative maintenance treatments to replace multiple seal coat treatments. 4)Implement the recommended 2026–2035 Street Capital Improvement Plan to address the 5% +/- of streets that remain “poor” to “failing”. 1)Estimated $26.7 million for local street improvements. 2)Estimated $12.6 million for collector street improvements. 3)Estimated $8.3 million in cost participation for County Roadways. 5)Full Depth Reclamations (FDR) with new concrete curb and gutter continue to be the recommended improvements for streets with existing bituminous curb, even when the street remains in the “fair” rating category. FDR is an assessable improvement. 6)Full Depth Reclamations (FDR) without new concrete curb and gutter will provide the city with an effective and cost- efficient rehabilitation technique for its pavement management program in the years to come. This will become the go-to rehabilitation technique when today’s newer streets are ready for rehabilitation.
