Home My WebLink About#09 - Tractor Purchase STAFF REPORT DATE: 1/16/2024 CONSENT ITEM #: TO: City Council FROM: Marty Powers, Public Works Director AGENDA ITEM: John Deere Tractor W/Mower, Blower and Plow Purchase REVIEWED BY: Clarissa Handler, Finance Director BACKGROUND: The City of Lake Elmo Public Works Department utilizes a John Deere Tractor with mower, snow blower and snow plow throughout the year on tasks such as ditch mowing, snow plowing, snow blowing along with the mowing of park lands, out lots and retention pond areas. With over 160 lane miles of city road way ditches, 90 cul-de-sacs and 10 parking lots and nearly 100 out lots for storm water and utility easements, the tractor is a key unit to complete these tasks. The existing 25 year old 1999 Tractor is in service and has exceeded its council approved replacement schedule of 15 years. ISSUE BEFORE COUNCIL: Should the City Council approve the purchase of a John Deere Tractor with front snow plow, snow blower and ditch mowers to be used as a key asset in snow removal and rough cut mowing as outlined in the 2024 Capital Improvement Plan? PROPOSAL DETAILS/ANALYSIS: Proceeding with this purchase will benefit the city and its citizens by replacing an aged tractor and its attachments with a new reliable tractor and new attachments. This purchase will aid Public Works in its increasing demand for snow removal and mowing tasks due to the continued growth of the city. The attachments will easily be swapped on this tractor as the connection points are a three point systems, not hard bolted to the tractor’s frame. The proposed tractor and plow is more maneuverable in tight quarters, has great visibility, will be more efficient in cul de sacs, park parking lots and in the new city hall/fire department parking lot. FISCAL IMPACT: Purchase of the John Deere 5130M Tractor with plow, blower and mowers will through the Source Well Cooperative Purchasing Agreement and shall not exceed the budgeted $240,000 in the 2024 CIP. This purchase will be funded through the vehicle replacement fund.
