STAFF REPORT
DATE: January 3, 2023
REGULAR

AGENDA ITEM: Fire Relief Association Board of Trustees Appointments
SUBMITTED BY: Kristina Handt, City Administrator

BACKGROUND:
Consistent with state statute, the by-laws of the Lake Elmo Firefighters Relief Association provide that
there be two officials of the City that serve on its Board of Trustees along with the fire chief. One must be
an elected official and the other may be an elected or appointed official. The Council should select one of
its members (as required) and one other official (either a councilmember by name or a staff position by
title) to the Firefighters Relief Association Board of Trustees.

ISSUE BEFORE COUNCIL:
Who should the Council appoint along with the Fire Chief to the Fire Relief Board of Trustees?

PROPOSAL:
For the last two years Mayor Cadenhead and Council Member Beckstrom have served on the Fire Relief
Board. In the past, the Council has appointed the Finance Director or Building Official to the Board of
Trustees. If there are not two council members interested in serving, Council may consider appointing the
Finance Director.

OPTIONS:
As stated above, one appointment must be an elected official (Mayor or any council member) and the other
may be either elected or appointed (Mayor, Council member or any staff member).

RECOMMENDATION:
“Move to appoint Council Member _______________ and ______________ to the Fire Relief
Association Board of Trustees for 2023.”
