CITY COUNCIL MINUTES
JANUARY 3, 2023
CALL TO ORDER/PLEDGE OF ALLEGIANCE
Mayor Cadenhead called the meeting to order at 7:00 pm.
PRESENT: Acting Mayor Lisa McGinn and Councilmembers Katrina Beckstrom, Matt Hirn and
Jeff Holtz. ABSENT: Mayor Cadenhead.
Staff present: Administrator Handt and City Clerk Johnson.
APPROVAL OF AGENDA
Councilmember Holtz, seconded by Councilmember Hirn, moved TO APPROVE THE
AGENDA AS PRESENTED. Motion passed 4 – 0.
ACCEPT MINUTES
Councilmember Holtz, seconded by Acting Mayor McGinn, moved TO ACCEPT THE
MINUTES OF THE DECEMBER 20, 2022 CITY COUNCIL MEETING AS PRESENTED.
Motion passed 4 – 0.
PUBLIC COMMENTS/INQUIRIES
None
PRESENTATIONS
Acting Mayor McGinn presented 5 year service awards to Public Works Operator Matt Leko and
Fire Department Chaplain Richard Glanzer.

CONSENT AGENDA AS PRESENTED. Motion passed 4 - 0.
ITEM 11: Appoint 2023 Acting Mayor
Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO APPOINT
COUNCILMEMBER MCGINN AS ACTING MAYOR FOR 2023. Motion passed 4 – 0.
ITEM 12: Appoint Required Officials to Fire Relief Association Board of Trustees
Acting Mayor McGinn, seconded by Councilmember Holtz, moved TO APPOINT MAYOR
CADENHEAD AND COUNCILMEMBER BECKSTROM TO THE FIRE RELIEF
ASSOCIATION BOARD OF TRUSTEES FOR 2023. Motion passed 4 – 0.
ITEM 13: Ramsey Washington Cable Commission Appointment
Councilmember Hirn, seconded by Councilmember Holtz, moved TO APPROVE
RESOLUTION 2023-005 APPOINTING COUNCILMEMBER HIRN AS A DIRECTOR
AND COUNCILMEMER MCGINN AS A BACKUP DIRECTOR TO THE
RAMSEY/WASHINGTON COUNTY CABLE COMMISION. Motion passed 4 – 0.
ITEM 14: Council School Liaison Appointment
Acting Mayor McGinn, seconded by Councilmember Holtz, moved TO APPOINT
COUNCILMEMBER HOLTZ AS SCHOOL LIAISON FOR 2023. Motion passed 4 – 0.
ITEM 15: Lake Elmo Airport Advisory Committee Appointment
Acting Mayor McGinn, seconded by Councilmember Holtz, moved TO APPOINT
COUNCILMEMBER MCGINN TO THE LEAAC AND COUNCILMEMBER HOLTZ AS
ALTERNATE. Motion passed 4 – 0.
ITEM 16: Planning Commission Appointments
Councilmember Holtz, seconded by Councilmember Hirn, moved TO APPOINT TOM
REHKAMP TO THE PLANNING COMMISSION FOR A TERM ENDING 12/31/2025.
Motion passed 4 – 0.
ITEM 17: Parks Commission Appointments
Councilmember Holtz, seconded by Councilmember Beckstrom, moved TO APPOINT PETER
KASTLER TO THE PARKS COMMISSION FOR A TERM ENDING 12/31/25, TO
APPOINT ELLEN ESCH TO THE PARKS COMMISSION FOR A TERM ENDING
12/31/25 AND TO APPOINT VITTORIO BLOYER TO THE PARKS COMMISSION FOR A
TERM ENDING 12/31/24. Motion passed 4 – 0.

COUNCIL REPORTS
Councilmember Hirn: Thanked citizens for their support and stated he is excited to serve on the
City Council.
STAFF REPORTS AND ANNOUNCEMENTS
Fire Chief Kalis: Thanked residents for helping to keep fire hydrants clear of snow and
reminded residents to keep gas meters clear of snow as well.
Meeting adjourned at 7:32 pm.
