STAFF REPORT <br />DATE: February 7, 2023 <br />CONSENT <br />AGENDA ITEM: Approve Pay Request No. 1 (FINAL) for the Whistling Valley 3rd <br />Addition Shared Well Sealing and Wellhouse Demolition <br />SUBMITTED BY: Jack Griffin, City Engineer <br />REVIEWED BY: Kristina Handt, City Administrator <br />Marty Powers, Public Works Director <br /> Mark Scholle, Project Engineer <br />ISSUE BEFORE COUNCIL: Should the City Council approve Pay Request No. 1 (FINAL) for the <br />Whistling Valley 3rd Addition Shared Well Sealing and Wellhouse Demolition? <br />BACKGROUND: The City Council approved the Water Transfer Agreement with the Whistling Valley <br />3rd Addition property owners on June 7, 2022. The Water Transfer Agreement provided for the legal <br />transfer of the private owned watermain system located in the public right-of-way to city ownership and <br />maintenance. As part of the Agreement, the city agreed to decommission the remaining Association owned <br />water system components that are not conveyed to the city, including the shared water supply well and <br />pumphouse. <br />Through a contract dated November 18, 2022 the city retained Keys Well Drilling Company to seal and <br />abandon the Whistling Valley 3rd Addition shared community well, demolish the wellhouse and concrete <br />slab including removal and disposal of all materials and debris, abandon the watermain service to the well, <br />and restore the site with seed and erosion control blanket. <br />PROPOSAL DETAILS/ANALYSIS: Keys Well Drilling Company has submitted Pay Request No. 1 <br />(FINAL) in the amount of $15,950.00. The request has been reviewed and payment is recommended in the <br />amount requested. <br />FISCAL IMPACT: None. Final payment is proposed in accordance with the Contract for the work. <br />Payment remains within the authorized scope and budget. All costs related to this work will be reimbursed <br />through the MPCA Grant Agreement for the Whistling Valley Street and Utility Improvements. <br />RECOMMENDATION: Staff is recommending that the City Council approve, as part of the Consent <br />Agenda, Pay Request No. 1 (FINAL) for the Whistling Valley 3rd Addition Shared Well Sealing and <br />Wellhouse Demolition. If removed from the consent agenda, the recommended motion for the action is as <br />follows: <br />“Move to approve Pay Request No. 1 (FINAL) to Keys Well Drilling Company for the Whistling Valley <br />3rd Addition Shared Well Sealing and Wellhouse Demolition in the amount of $15,950.00”. <br />ATTACHMENTS: <br />1.
