STAFF REPORT <br />DATE: April, 4 2023 <br /> CONSENT <br /> <br /> <br /> <br />AGENDA ITEM: Old City Hall Sewer Connection Donation <br />TO: Mayor and City Council <br />SUBMITTED BY: Marty Powers, Public Works Director <br />REVIEWED BY: Kristina Handt, City Administrator <br /> <br />BACKGROUND: <br />State statute requires that cities accept donations via resolution. Capra Utilities is offering to donate services <br />to the City of Lake Elmo in 2023. <br /> <br />ISSUE BEFORE COUNCIL: <br />Should Council accept the donation of service to abandoned the existing 3800 Laverne Ave, N City Hall <br />septic system and connect the building to city sewer valued at $6,969.00 from Capra Utilities? <br /> <br />PROPOSAL: <br />Capra Utilities if offering to donate services to abandoned the existing septic system and connecting the <br />building to city sanitary. Met Council Fees will be paid, but City fees related to permitting will be waived. <br />Included in your packet for acceptance as part of the Consent Agenda is a resolution for the Council to <br />officially accept the donation. Public Works will restore the area with black dirt and seed after a driveway <br />for old city hall in installed. <br /> <br />FISCAL IMPACT: <br />The cost savings OF $6,969.00 to the City Hall Operating Budget. Public works will have $50 in lawn seed <br />and some time and fuel to finish landscape. <br /> <br />OPTIONS: <br />1) Approve Resolution No 2023-033 <br />2) Amend and then Approve Resolution No 2023-033 <br />3) Do not accept the donation of services from Capra Utilities <br /> <br />RECOMMENDATION: <br />Motion to approve Resolution 2023-033 <br /> <br />ATTACHMENTS: Resolution 2023-033, Donation form
