CITY BUSINESS
Winter Parking Rules go into effect Saturday,
November 1st
Winter parking restrictions in Lake Elmo go into effect Saturday,
November 1, and remain in place through March 31. During this
period, no parking is allowed on any city street from 2 am to 7 am.
These rules ensure that snowplows and emergency vehicles can
safely and efficiently clear roads throughout the winter season.
Residents are encouraged to remind visitors and household
members of the restrictions to help keep Lake Elmo’s streets safe
and accessible all winter long.

ROAD PROJECTS
UPDATE: Road Closure on Hudson Blvd East of
Inwood
Hudson Boulevard east of Inwood Avenue will be closed to
westbound traffic, along with a full closure of Hudson Boulevard east
of Eagle Point Boulevard, starting September 11, 2025, to complete
a forcemain replacement project. Business access will be fully open
west of Julia to the point of the road closure.
The closure and detour route are shown on the attached drawing.
Construction is expected to extend by an additional 2 to 3
weeks.
Washington County / Lake Elmo Road Projects
County Highway 13 (Ideal Ave) Improvement Project
Open House scheduled for November 19
Washington County, in partnership with the Cities of Lake Elmo and
Oakdale, is planning an improvement project on County Highway 13
(Ideal Ave) from County Highway 6 (Stillwater Blvd) to County
Highway 14 (34th St N).
Join us in person or online to review project alternatives, share
comments on the proposed designs, and learn about the project
schedule and next steps.

When: Wednesday, November 19th, from 4:00 – 6:00 p.m.
(no formal presentation).
Where: Oakdale Discovery Center (4444 Hadley Ave North,
Oakdale, MN 55128).

Washington County's Phase 3 of the
County Highway 15 (Manning Avenue)
The project includes adding center-left and right-turn
lanes at key locations, eliminating (northerly) access
to Manning from 18th Street North, adding a trail
connection from 18th Street North to 18th Street Ct,
and pavement rehabilitation.
This project is expected to be completed by the end of
the fall. You can learn more here.
LAKE ELMO PARKS AND RECREATION
With over 500 acres of city parkland and more than 80 miles of trails, Lake Elmo features an extensive park
and trail system for residents and visitors to enjoy and explore. Our park and trail system provides a diverse
range of recreational opportunities, including organized sports, casual play, nature appreciation, hiking,
cross-country skiing, horseback riding, picnicking, relaxation, and many other outdoor activities.
Each park offers high-quality recreational facilities and open spaces for the community to enjoy while
preserving the history, setting, character, and unique features that make each park special. We are excited
to highlight one of Lake Elmo Park's parks biweekly, inviting our community to learn about and appreciate
the contributions these parks make to our growing and thriving community.
Tablyn Park
Located at 8707 Stillwater Blvd N, Tablyn Park features pickleball
courts, tennis courts, ballfields, playground equipment, benches, and
green space for a day outside.
The sledding hill is always a hit during the winter season, and the
expanded parking lot provides plenty of room for everyone to park
and enjoy.

LIFE IN LAKE ELMO
November is National Native American Heritage Month!
Join us on November 22, at 1:00 p.m. for a special gathering with Dr.
Paul Red Elk for an interview about a Native American’s viewpoint on
this created holiday, life on the reservation and why people stay,
discussion of spirituality, ceremonies and basic life of historic native
life.
If you want an opportunity to ask questions about Native life, Paul
will do his best to answer. This is a rare and wonderful opportunity to
connect to the Native culture. The cost of this event is $25 per

Free entry to all Washington County Parks on Friday,
November 28
Spend some time outdoors during your Thanksgiving weekend.
Washington County Parks is offering free vehicle entry to all its parks
on Friday, November 28, encouraging residents and visitors to spend
time outdoors with friends and family during the holiday weekend.
County parks offer many amenities, including hiking, mountain
biking, horse trails, and cross-country skiing in winter.

Drop off your hazardous materials and electronics
before the holidays get too busy!
Washington County operates two Environmental Centers in Forest
Lake and Woodbury for the collection of household hazardous waste,
electronics, and more! Both the North Environmental Center in
Forest Lake and the South Environmental Center in Woodbury make
it easy to safely recycle and dispose of household hazardous waste,
electronics, and food scraps.
From old paint and batteries to broken TVs and compostable kitchen
waste, these centers provide a safe, convenient way to protect our
environment and reduce landfill waste.
Plus, don’t forget to check out the Free Product Room, where
residents can pick up usable items like paint and cleaners for free!

Mend-It Clinic Saturday, November 15
Do you have a special piece of clothing or textile you don't want to
get rid of just because of a little tear or hole? Washington County is
partnering with Ramsey County to offer a Mend-It Clinic on Saturday,
November 15, from 11 a.m. to 2 p.m. Last items accepted at 1:30
p.m.

What to bring
Any textile item that needs repair, such as bags, coats, clothing,
pillows, and blankets. Three items per person.
Tips for success
Please be patient. Clinics can get busy, but we'll do our best.
Volunteer menders will help you to disassemble, troubleshoot, and
repair your item for free.
Learn from your mender! Ask questions. Be an active participant in
the repair process. Learn more ways to reduce and reuse.

Washington County Truth in Taxation Notice will be in
mailboxes mid-November
The Washington County Proposed Property Tax Notice, sometimes
called the "Truth In Taxation" notice, is mailed in mid-November and
provides property taxpayers with an estimate of the property tax they
will pay in 2026 if the taxing jurisdictions approve the budget
amounts under consideration.
Property owners are invited to attend meetings of local units of
government to express their opinions on local budgets and taxes.

Sunfish Lake "Phase 3 Prescribed Burns"
If you're out walking at Sunfish Lake later next week, please be
aware that some trails will be closed due to the Sunfish Lake Park
Oak Woodland Restoration 2025 Phase 3 Prescribed Burn project.
Crews will be burning brush piles within the park, and smoke may be
visible from neighboring developments, weather permitting.
Trail closures are posted daily on site and on the Sally Manzara
Nature Center's website: sminc-lake-elmo.org.
Contractors with the EPA will be doing some
exploratory testing east of the Old Village and in the
Northport Development Next Week
The EPA is conducting exploratory testing for contaminants in the
Old Village area and the NorthPort Development next week. The
Contractor is expected to continue drilling test wells all week.
This project is not associated with the City. Questions should be
directed to the Environmental Protection Agency.

Grab your City of Lake Elmo utility account number and proceed to Paya at the link below to register,

What Do My Taxes Pay For?
The City Council adopted the 2025 Tax Levy on December 17. City
Finance staff have developed a downloadable property tax calculator
that estimates 2025 city taxes (no other jurisdictions) on your home.
It shows approximately how much of your taxes are allocated to each
service area.

Safe Drinking Water Meeting Replay is Available
The City of Lake Elmo, along with the Minnesota Pollution Control
Agency (MPCA) and Minnesota Department of Health (MDH), hosted
an informational meeting regarding PFAS, safe drinking water, and
private wells on July 25, 2024, where presentations were given by
MPCA, MDH, and Lake Elmo’s City Engineer as well as a question-
and-answer period for the participants.
