RESOLUTION NO. 2025-079
A RESOL UTIONAPPROVING THE FIRST AMENDMENT TO THE DEVELOPMENT
AGREEMENT FOR PRAIRIE SKY TWINHOMES
WHEREAS, the City of Lake Elmo is a municipal corporation organized and existing
under the laws of the State of Minnesota; and
WHEREAS, Prairie Sky Twinhomes LLC (the "Applicant') has previously submitted an
application to the City of Lake Elmo (the "City") for a final plat for Prairie Sky Twinhomes; and
WHEREAS, the Lake Elmo City Council adopted Resolution No 2023-076 on August 151h
2023 approving the final plat for Prairie Sky Twinhomes; and
WHEREAS, the Lake Elmo City Council adopted Resolution No 2024-089 on August 201"
2024 approving the Development Agreement for Prairie Sky Twinhomes; and
WHEREAS, the Applicant and the City have agreed to amend the Development
Agreement for Prairie Sky Twinhomes; in order to allow building permits to be issued prior to
public improvement acceptance by the City and prior to the installation of sidewalks; and
NOW, THEREFORE, based on the information received, the City Council of the City of
Lake Elmo does hereby approve the First Amendment to Development Agreement for Prairie Sky
Twinhomes, authorize the City Attorney to draft the First Amendment to the Development
Agreement to include provisions to allow building permits to be issued prior to sidewalk
installation consistent with the language in the Northstar 1 st Addition and At Home Apartments
Development Agreements, and authorize the Mayor and City Clerk to execute the First
Amendment to Development Agreement.
Passed and duly adopted this 2"d day of December 2025 by the City Council of the City of Lake
Elmo, Minnesota.
