RESOLUTION NO.2025-083
A RESOLUTION APPROVING MUNICIPAL SUPPORT FOR THE
TRUNK HIGHWAY 36 AND LAKE ELMO AVENUE (CSAH 17) IMPROVEMENTS
INCLUDING THE SOUTH FRONTAGE ROAD EXTENSION TO KEATS AVENUE
WHEREAS, Washington County has, through its Capital Improvement Plan (CIP) recommended
improvements to the intersection of County State Aid Highway (CSAH) No. 17, also known as Lake Elmo
Avenue and Trunk Highway (TH) 36, to improve vehicle safety, vehicle mobility, and
bikeability/walkability in this area; and
WHEREAS, Washington County, in consultation with the MnDOT, the City of Lake Elmo, and
the City of Grant, engaged in an intersection study process, beginning in 2021 to identify and evaluate
potential improvements to this intersection; and
WHEREAS, Washington County, together with MnDOT and the Cities of Lake Elmo and Grant,
have engaged in a community engagement process as part of the study and preliminary design efforts
intended to gather and consider public feedback for the proposed improvements; and
WHEREAS, the City of Lake Elmo previously approved, by Resolution on May 16, 2024, a
preferred concept project layout, also known as the Overpass with Buttonhook Ramps alternative, showing
the proposed improvements, dated April 25, 2024; and
WHEREAS, a revised preferred concept project layout, known as the Overpass with Buttonhook
Ramps alternative with a South Frontage Road extension to Keats Avenue, dated February, 2025, has been
prepared and provided to the City; and
WHEREAS, the revised preferred layout dated February 2025 has been further revised to maintain
the right -turn -only access from eastbound TH 36 to southbound Keats Avenue in lieu of a full
closure of the Keats Avenue access to TH 36, known as the Option 3 Concept Plan; and
WHEREAS, prior to advertising for contractor bids on the Project, Washington County will
present the City with a Cooperative Agreement for the cost sharing of the improvements.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF LAKE ELMO,
1. That the City of Lake Elmo supports the revised preferred concept project layout dated February,
2025 including the South Frontage Road extension to Keats Avenue as further modified per the
Option 3 Concept Plan to maintain the right -turn -only access from eastbound TH 36 to
southbound Keats Avenue.
2. That the City of Lake Elmo supports the County continuing with the development of final plans
and right-of-way acquisition necessary for the construction of the Project.
