Lake Elmo Economic Development Authority Meeting Minutes 12.02.25 1 City of Lake Elmo Economic Development Authority Meeting City Council Chambers – 3880 Laverne Avenue North Minutes of Regular Meeting of December 2nd, 2025 CALL TO ORDER: Commission Chair Manzara called to order the meeting of the Lake Elmo Economic Development Authority at 6:00 P.M. COMMISSIONERS PRESENT: Jeff Holtz, Nina Waldoch, Brandon Quam, Anthony Manzara, Don Place, Mitchell McNeil COMMISSIONERS ABSENT: Charles Cadenhead STAFF PRESENT: City Administrator Miller, Community Development Director Stopa, City Planner Monterusso 1. Approve Minutes: M/S/P: Manzara/Place made a motion to approve the 10/7/2025 meeting minutes. Vote: 5-0, motion carried unanimously. 2. Reports a. Review of 2025 Work Plan and revisions to 2026 Work Plan Community Development Director Stopa presented. Stopa reviewed changes to the 2026 work plan since the previous meeting. Brownfield grants for the Former Fire Station, marketing the city-owned 180 acres, disposition of city-owned property, communication efforts for new businesses, and plans for the Old City Hall were discussed. M/S/P: Place/McNeil moved to recommend approval of the 2026 EDA Work Plan. Vote: 6-0, motion carried unanimously. b. Urban Land Institute Technical Assistance Panel (TAP) Community Development Director Stopa presented an update on the TAP and reviewed next steps. Stopa reviewed the Panel’s findings and recommendations for the development of the city-owned 180 acres. Stopa discussed next steps including researching options for sewer & water, railroad, streets, stormwater, and environmental. Next steps for City staff include creating an engagement process and communication strategy. Level of City involvement in infrastructure development, next steps, engagement process, and zoning were discussed. Place preferred industrial development on the site. Holtz agreed and does not prefer residential except as a buffer. Manzara agreed and stated that industrial development would require less cost in city services. Manzara commented that revenue from one parcel could be used to finance development of the next parcel. Quam commented that he would prefer some retail/commercial over an entirely industrial site. Ongoing development on the Oakdale side was discussed. 3. Communications/Updates a. Former Fire-Station and Parks Building Staff are working on the appraisal, survey, title work, parking lot plans, and environmental review. b. Upcoming Meeting Dates City Council will discuss upcoming meeting dates at tonight’s meeting. Proposed dates are 2/17/2026, 4/7/2026, 6/16/2026, 8/18/2026, 10/20/2026, and 12/15/2026. 4. The offices of secretary and assistant treasurer need not be held by a commissioner, and because staff take meeting minutes we recommend that Ashley Monterusso be officially named the secretary and Jason Stopa, the assistant treasurer. Staff recommend that the treasurer position be held by the President or Vice-President which is permitted per statute. ISSUE BEFORE THE COMMISSION Nominate and elect officers: 1. Chair/President 2. DETAILS AND ANALYSIS: Fire Station and Parks Property: The 2026 EDA Workplan lists “Complete Purchase Agreement for Former Fire Station and Parks Building” and “explore brownfield grants for any environmental cleanup necessary” as items for Q1. This report is for Environmental Assessment: • Phase I Environmental Assessment is complete • Phase II is complete. • City applied for and received funding from the CDA to cover additional testing using their remaining Brownfield’s grant funds. • If there are additional cleanup activities, they will be transferred to new property owners. Minor Subdivision: • Staff are processing a minor subdivision for the property. It went to Planning Commission on 2/9 and will be recommended for approval at CC meeting on 3/3. Purchase Agreement: • City received appraisal on property, not public data. • City Council will hold a closed session to discuss the negotiation and purchase and development agreement on 2/17/2026. This is a staff report serves to update on the progress of the the City Owned 180 acres and outline next steps. DETAILS AND ANALYSIS: Next steps for staff: • Determine feasibility for sewer and water connection and create a plan with Engineering • Meet with County to discuss access and future projects • AUAR for site • Research land brokers • Create a public engagement process to inform residents about the project and its potential, discover priorities and concerns. Ideas include: o Open house/Event at City Hall o Public Hearings o Survey questions • Work on communications strategy o Messaging on timeline, decisions, community engagement o Create webpage dedicated to project (City Property Page) Anticipated Timeline: Item Anticipated dates Research January - March City Council Workshop March 10, 206 Community Engagement Spring and ongoing Potentially Market Property Summer/Fall ATTACHMENTS: None
