CITY OF LAKE ELMO <br />CITY COUNCIL WORKSHOP MINUTES <br />April 14, 2026 <br />CALL TO ORDER/PLEDGE OF ALLEGIANCE <br />Acting Mayor Holtz called the meeting to order at 6:30 pm. <br />PRESENT: Acting Mayor Jeff Holtz and Councilmembers Nick Dragisich, Matt Him and Nick <br />Kragness. ABSENT: Mayor Charles Cadenhead. <br />Staff present: Administrator Miller, Public Works Director Tholen, Assistant Public Works Director <br />Swanepoel, Community Development Director Stopa and Contract Planner Fuerst. <br />ITEM 1: BROADBAND FRANCHISE DISCUSSION <br />Mary Kline, Production and Content Manager for Suburban Community Channels, provided an <br />overview of services provided by SCC to Lake Elmo and the surrounding communities and <br />welcomed Council input. <br />Michael Bradley, Bradley Werner LLC, provided a brief overview of broadband franchising and <br />discussed the benefits and risks. Discussion was held regarding potential broadband fees <br />agreements. <br />ITEM 2: COMMUNITY FORECASTS AND 2050 COMPREHENSIVE PLAN <br />Community Development Director Stopa reviewed the comprehensive plan update process and <br />forecasts. Director Stopa also reviewed the timeline of events. Discussion was held concerning <br />population forecasts, sewer capacity and the White Bear Lake litigation. <br />ITEM 3: LEGION AVENUE PROPERTIES <br />Assistant Public Works Director Swanepoel presented details on homes to be removed on <br />Legion Avenue in conjunction with Valley Branch Watershed District due to flooding from <br />Legion Pond. Swanepoel noted that the property is being offered to the city by the watershed <br />district at no cost for public use and reviewed proposals for use of the property as a city park <br />amenity. Discussion was held regarding potential future use of the property, restrictions and <br />maintenance requirements. <br />ITEM 4: FUTURE AGENDA ITEMS <br />Page 112 <br />
