HomeMy WebLinkAbout05-19-26 City Council Meeting MInutesCITY OF LAKE ELMO CITY COUNCIL MINUTES MAY 19, 2026 CALL TO ORDER/PLEDGE OF ALLEGIANCE Mayor Cadenhead called the meeting to order at 7:00 pm. PRESENT: Mayor Charles Cadenhead and Councilmembers Nick Dragisich, Matt Him, Jeff Holtz, and Nick Kragness. Staff present: Administrator Miller, City Attorney Sonsalla, City Engineer Stanley, and APPROVAL OF AGENDA Councilmember Holtz, seconded by Councilmember Kragness, moved TO APPROVE THE AGENDA AS PRESENTED. Motion passed 5 — 0. Public Comments / Inquiries Michael Sheilds, Royal Club resident, asked the city to assist with pedestrian safety in his neighborhood due to on street parking limiting visibility. Representative Wayne Johnson discussed the 2026 legislative session. PRESENTATIONS None CONSENT AGENDA 1. Approve Payments and Disbursements 2. Approve Massage Therapy Premises License 3. Approve Lease Extension for Temp Cell Tower ATT 3303 Langly Ct 4. Designate Official Depository of Funds 5. Approve Public Art Policy 6. Set Date for Annual Review of City Administrator Page113 Councilmember Holtz, seconded by Councilmember Him, moved TO APPROVE THE CONSENT AGENDA AS PRESENTED. Motion passed 5 - 0. REGULAR AGENDA ITEM 1: Approve City Center Wall Art City Administrator Miller reviewed the proposal for displaying art and historical photos in the City Center building. Councilmember Him, seconded by Councilmember Holtz, moved TO APPROVE THE CITY CENTER WALL ART PROPOSAL PROVIDED BY ART RESOURCES GALLERY, NOT TO EXCEED $25,000. Motion passed 5-0. ITEM 2: Summary Publication of Short Term Rental Ordinance Mayor Cadenhead reviewed the cost of publication of the full ordinance and the substantially lower cost of summary publication. Councilmember Holtz, seconded by Councilmember Dragisich, moved TO RESCIND THE FAILED MOTION TO ADOPT RESOLUTION 2026-029 SUMMARY PUBLICATION OF ORDINANCE 2026-06 FROM THE MAY 5. 2026 COUNCIL MEETING. Motion passed 5 — 0. Councilmember Dragisich, seconded by Councilmember Holtz, moved TO ADOPT RESOLUTION 2026-029 SUMMARY PUBLICATION OF ORDINANCE 2026-06 AND POSTING THE FULL ORDINANCE ON THE SHORT TERM RENTAL PAGE ON THE CITY'S WEBSITE. Motion passed 5 — 0. ITEM 3: 2026 City Celebration City Administrator Miller requested a formal recommendation from council on the date, time, scope and budget for the event. Councilmember Dragisich, seconded by Mayor Cadenhead, moved TO APPROVE THE 2026 CITY CELEBRATION TO BE HELD ON SEPTEMBER 12, 2026 FROM 5:00 P.M. TO 10:00 P.M. WITH A SCOPE INCLUDING LIVE MUSIC, FOOD AND BEVERAGE VENDORS AND YOUTH ACTIVITIES WITH A BUDGET NOT TO EXCEED $30,000. Motion passed 5 — 0. Page 213 COUNCIL REPORTS Mayor Cadenhead: Thanked Representative Johnson for speaking at the meeting and reported on assistance received during the legislative session regarding the Highway 36/1-ake Elmo Avenue funding. Councilmember Holtz: Thanked state representatives, lobbyist, staff and Mayor Cadenhead for their work toward funds being used correctly in favor of the city. Councilmember Kragness: Reported on the Lake Elmo Airport Advisory Committee Meeting and noted the pancake breakfast will be held on August 91h with aircraft from the National Guard and other organizations participating. STAFF REPORTS AND ANNOUNCEMENTS City Administrator Miller: Reported on crosswalk painting happening overnight.
