RESOLUTION NO.2026-068
A RESOLUTIONAPPROVING THE SCREATONPROPERTYAGREEMENT
WHEREAS, the City of Lake Elmo (the "City") is a municipal corporation organized and
existing under the laws of the State of Minnesota; and
WHEREAS, Maplewood Development, LLC, a Minnesota corporation (the "Applicant')
submitted an application to the City for the Limerick Village Preliminary Plat and PUD; and
WHEREAS, the Limerick Village development abuts a property with the PID
3602921140001, owned by the Screaton-Lee Family Trust (the "Screaton Property"); and
WHEREAS, the Lake Elmo City Council adopted Resolution No. 2026-053 on July 21 st,
2026 approving the preliminary plat and PUD for Limerick Village (the "Resolution"); and
WHEREAS, in order to allow continued farming operations on the Screaton Property, the
conditions of approval of the preliminary plat and PUD in the Resolution included flexibility to
permit nonstandard design of 5th Street North, including access spacing, delayed construction of a
trail, and location of drainage conveyance in the boulevard abutting the Screaton Property; and
WHEREAS, the City and owners of the Screaton Property are seeking to memorialize
terms related to the duration and nature of the nonstandard improvements in the public right of
way on 5th Street North; and
NOW, THEREFORE, the City Council of the City of Lake Elmo hereby:
1. Approves the Screaton Property Agreement and authorizes the Mayor and City Clerk
to execute it.
Passed and duly adopted this 6th day of October 6th, 2026 by the City Council of the City of Lake
Elmo, Minnesota.
