RESOLUTION NO.2026-077
A RESOLUTIONADOPTING A BUSINESS SUBSIDYPOLICY
WHEREAS, the City of Lake Elmo (the "City") is a municipal corporation organized and
existing under the laws of the State of Minnesota; and
WHEREAS, Minnesota Statutes 116J.993 — 116J.995, the Minnesota Business Subsidy
Act (the "Act"), regulates business subsidies made by public grantors; and
WHEREAS, the City is a grantor within the meaning of the Act; ; and
WHEREAS, before granting a business subsidy, grantors must adopt criteria for
considering and granting business subsidies; and
WHEREAS, the City has caused business subsidy criteria (the "Policy") to be drafted as
a guide for the evaluation and consideration of requests for business subsidies in compliance with
the Act; and
WHEREAS, the Policy expresses the City's goals and objectives in granting business
subsidies; and
WHEREAS, on this date the city council has held a public hearing on the Policy, at which
all persons wishing to express an opinion were heard orally or in writing.
NOW, THEREFORE, the City Council of the City of Lake Elmo does hereby determine
as follows:
1. The Lake Elmo Business Subsidy Policy is adopted in the general form attached
hereto as Exhibit A.
2. City staff and consultants are authorized and directed to take all actions necessary
or convenient to implement this resolution.
