HomeMy WebLinkAboutResolution 92-16STATE OF MINNESOTA CITY OF LAKE ELMO RESOLUTION NO. 92 -16 1. WHEREAS, the City of Oakdale is in the process of reviewing an application for the development of approximately 192 housing units to be known as the plat of Hidden Valley (herein the "Project "); and 2. WHEREAS, development of the Project requires at least the following approvals: a. A Comprehensive Plan Amendment which has been submitted for Metropolitan Council Review; and b. A rezoning of the property from General Industrial (G1) to Middle Density Housing (R -4) which may be approved if conditions precedent are satisfied; and C. A preliminary plat and site plan which may be approved if fifteen conditions precedent are satisfied; and 3. WHEREAS, the City of Oakdale has given its conditional approvals although it has not reviewed a Surface Drainage Plan for the Project; and 4. WHEREAS, the Project is within the Valley Branch Watershed District and surface drainage for the Project will flow into Lake Demontreville in the City of Lake Elmo; and 5. WHEREAS, the Valley Branch Watershed District has not received any proposed plans for review; and 6. WHEREAS, traffic generated by the Project, as a practical matter, will be routed either through Lake Elmo streets in order to reach trunk highway systems or through Oakdale streets to the intersection of Hadley Avenue and Highway 36; and i. WHEREAS, the Minnesota Department of Transportation is currently studying the intersection of Highway 36 and Hadley Avenue and evaluating whether to close or restrict access to Highway 36 at that point; and 8. WHEREAS, a decision by the Minnesota Department of Transportation to restrict access to Highway 36 from Hadley Avenue will cause traffic generated by the Project, and by other developments already approved within the same area as the Project, to be diverted to Lake Elmo streets in order to reach trunk highway systems; and, 9. WHEREAS, the Consulting Engineer for the City of Lake Elmo has estimated that the traffic generated by the Project and by other developments under construction within the vicinity of the Project A. City of Oakdale 1584 Hadley Avenue North Oakdale, MN 55128 Description of Proposed Project including character, location, function, use and size Subpart 3B) . its planned (MR58M0600, The Hidden Valley Project is a proposed residential development in the City of Oakdale, Minnesota. The Project will be developed on a 62.8 acre site. The site is located in the Northeast corner of the intersection of 1-694 and 50th Street in the City of Oakdale. The site borders the City of Lake Elmo on the east and Pine Springs on the north. The proposed construction area lies within and adjacent to the former Priebe Open Pit Gravel Mine which was abandoned in the 1960's. Traffic from the development is proposed to be served exclusively by 50th Street, a two-lane road that travels easterly to Washington County Road 13 and/or westerly to Hadley.Avenue and Highway 36. A copy of the proposed plat is attached as Exhibit A C� Statement of- f Criteria contained in Subpart 580000040 which caused the Proposed Project to be of Metropolitan significance and a discussion of why it is not exempt (MR5800.0060, Subpart 3c). Metropolitan Significance Statement, The proposed physical effect on the City of Lake Elmo because (a) it may adversely affect the City of Lake Elmo's ability to control the increase in traffic generated by this Project and because (b) the impact on Lake Demontreville and the Tri-Lake area of the City of Lake Elmo from storm water runoff generated by the Project has not been reviewed even though this Project has been given conditional Preliminary approval by the City of Oakdale (MR5800.0040, Subpart 4A).
