RESOLUTION 92 -21
A RESOLUTION AMENDING THE 1990 LADE ELMO
COMPREHENSIVE PLAN
WHEREAS, the Lake Elmo Planning Commission held a public hearing on the proposed
Comprehensive Plan Amendment - MUSA Extension on May 27, 1992; and
WHEREAS, the Lake Elmo City Council received a recommendation from the Planning
Commission supporting this amendment on June 2, 1992 and directed that it be sent to the Metropolitan
Council for review; and
WHEREAS, the Metropolitan Council approved a Comprehensive Plan Amendment - MUSA
Extension on August 27, 1992 with conditions.
NOW, THEREFORE, BE IT RESOLVED that the 1992 Comprehensive Plan Amendment - 120
Acre MUSA Addition is hereby adopted subject to the following conditions:
1. The City of Lake .Elmo will restrict commercial and industrial land uses within the
Limited Business Zone to those consistent with the Met. Council's new policy for
the general rural use area, and with policy 1 -1OB of the Wastewater Treatment and
Handling Policy Plan, and that generate only domestic wastewater flows; and
2. The City of Lake Elmo will adopt an ordinance to impose flow restrictions and
demonstrate how it will implement a monitoring mechanism that will ensure compliance
with flow restrictions for the MUSA expansion area and the area already in the MUSA.
3. The City will prepare specific plans on how it will address storm water runoff from this
MUSA area and indicate its design storm for both rate and volume controls.
4. The City will adopt MPCA's Best Management Practices for Urban Areas, and will
follow National Urban Runoff Program (NURP) criteria for pond design and that it will
adopt DNR Shoreland Regulations in accordance with the timing established by DNR.
