RESOLUTION NO. 93-12
A RESOLUTION RELATING TO THE DISCHARGE OF WATER FROM
OLSON LAKE ESTATES POND.
WHEREAS, the Valley Branch Watershed District ( "VBWD" ) and the
City of Lake Elmo ("City") are reviewing the possible impacts of a
discharge of water from the Olson Lake Estates Pond ("Pond"); and
WHEREAS, it would appear to be in the best interests of the
VBWD, the City, and residents of the VBWD to be able to control the
timing of any discharge and the volume of any such discharge so
that it can be accommodated prior to the existence of an emergency;
so that it can be conducted in a manner that is most cost
effective; and so that it can be accomplished with the least
detrimental impact to the environment and without damage to public
or private property; and
WHEREAS, the consulting engineers for the VBWD have prepared
a preliminary report dated February 5, 1993, which identifies
various options for the discharge of water from the Pond; and
WHEREAS, one of the identified options is to discharge excess
water from the Pond to the Long Lake Watershed ("Long Lake
Option"); and
WHEREAS, the use of the Long Lake Option would have minimal
impact on Long Lake; would allow the discharged water to flow
through natural ponds and wetlands before entering Long Lake; and
could be facilitated within existing drainage ways; and
WHEREAS, the Long Lake Option utilizes pumps and generators
which provide an added measure of control over the timing of the
discharge and the volume of the discharge.
NOW, THEREFORE, BE IT RESOLVED that the Lake Elmo City Council
respectfully requests the Board of Directors of the Valley Branch
Watershed District:
lm to declare its preference for the Long Lake Option;
20 to utilize the Long Lake Option at the present time
before an emergency arises so that there will be adequate
storage capacity in the Pond to accommodate spring snow
melt and rainfall; and
3. to continue monitoring of both the Pond and Olson Lake so
that an emergency circumstance can be avoided.
