CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />RESOLUTION 93-42 <br />A RESOLUTION REQUESTING EVALUATION OF ALTERNATE ROUTES FOR <br />COUNTY ROAD 10 AROUND, RATHER THAN THROUGH, ARMSTRONG LAKE <br />WHEREAS, the Washington County Public Works Department (WCPWD) has <br />proposed building a four lane divided highway through Armstrong Lake in the Cities of <br />Lake Elmo and Oakdale generally along the present alignment of County Road 10 (the <br />"through the lake" route; and <br />WHEREAS, this Council agrees that the road in this area in bad condition and <br />needs to be reconstructed; and <br />WHEREAS, the WCPWD has prepared an Environmental Assessment Worksheet <br />(EAW), and provided comments for this project which names the Washington County <br />Board of Commissioners as the Responsible Governmental Unit (RGU) for this project; <br />and, <br />WHEREAS, this Council accepts the comments relating to the EAW as to the <br />study; and <br />WHEREAS, this Council believes that said EAW, in only relating to the re- <br />engineering of an existing roadway, did not include -full consideration of other feasible <br />and prudent roadways and that a decision on an alternative route affects the County Road <br />infrastructure and that any choice of alternative route should be a decision of the County <br />Board; and <br />WHEREAS, this Council believes that this road construction should fully <br />recognize the impact on the environment of such a route. <br />NOW, THEREFORE, BE IT RESOLVED that the Washington County <br />Board of Commissioners, as RGU for this project, re-examine the aspect of alternative <br />routes on their road infrastructure, and if feasiblle,- include a study of these alternatives <br />routes - north or south of Armstrong Lake in an amended EAW. <br />
