HomeMy WebLinkAboutResolution 94-20City of Lake Elmo Washington County, Minnesota Resolution 94- 20 VVHEREAS, pursuant to the Cranston-Gonzales National Affordable Housing Act of199O (the "ACT'). geographically contiguous units of general local government may form consortia for the purpose of applying for and receiving funding to assist in carrying out a Comprehensive Housing Affordability Strategy (CHAS) under the Act; and WHEREAS, Minnesota Statutes, Section 471.5S (the "Joint Powers Act") provides that "two or more governmental units, by agreement entered intothrough action of their governing bodies, may jointly or cooperatively exercise any powers common bJthe contracting parties or any similar pVvverS_" and "the board Ofcounty commissioners of any county may by resolution enter into agreements with any other governmental unit tO perform On behalf of the unit any service or function which that unit would be authorized (0 provide for its8if'`and WHEREAS, Anoka County, Dakota County, Ramsey County, and Washington County (the "Joint Parties") are geographically contiguous units of general local government within the meaning of the Act and, together with the housing and redevelopment authorities, economic development authorities or other local entities, including the city of Lake E|Dlo, each have the power to CanY out the programs provided for by the Actand WHEREAS, there has been presented to the Lake Elmo City Council aform of Joint POvveFa Consortium Agreement among the Joint Parties, pursuant to which the Joint Parties will, among other things, develop and carry out a housing affordability strategy and apply for and expend such federal assistance as may be available under the Act tOconsortia. NOVV7-MEREFOREBE\TFYE8OLVED that the Lake Elmo City Council hereby authorizes the Mayor and City Administrator to execute the Joint Powers Consortia Agreement.
