WASHINGTON COUNTY, MINNESOTA
RESOLUTION NO, 96-39
WHEREAS, the City of Lake Elmo has received the Metropolitan Council's draft growth
option for the Metropolitan area.
WHEREAS, the proposed growth option by the Metropolitan Council was based on the
continuation of current development trends on the fringe of the Metropolitan area.
WHEREAS, the City of Lake Elmo has adopted comprehensive plan goals and policies
identifying 4,460 acres of land as open space development areas, with the goal to preserve 50% of
the land in open space and to cluster housing on the remaining land. These areas are regarded as
permanent "rural areas".
WHEREAS, the Lake Elmo Regional Park is located within the illustrative 2020 MUSA,
which is not consistent with the public park land uses.
WHEREAS, the draft growth option has not identified the Lake Elmo "Old Village" as a
rural growth center with policies to:
- Pace development with cities ability to provide local urban services.
- Encourage economic self sufficiency.
- Develop local redevelopment and development plans to the year 2020.
WHEREAS, the growth option has not addressed fundamental issues facing the region to
include the following:
1. Protection and enhancement of the central cities of St. Paul and Minneapolis.
2. Increased densities in the first-ring suburbs.
3. Creation of higher population centers which would necessitate the need for more
efficient mass transportation and other public services.
4. Reduction in urban sprawl.
5. Creation of green corridors within urban densities.
WHEREAS, the City of Lake Elmo is preparing a land use plan for the 1-94 corridor
which will reflect the goals and policies of the community.
WHEREAS, the City of Lake Elmo concludes that expansion of the Regional Municipal
Urban Service Area should be considered only after new State legislation mandating the limits to
the growth of the Metropolitan Region. Legislation should also be focused on urban sprawl in out
state areas of Minnesota.
WHEREAS, the City of Lake Elmo concludes that the State Legislation should be
focused on the impact of the Metroplolitan Council's growth policy plan on out state areas of
Minnesota as well as the consequences of urban sprawl in these areas.
Now, therefore it be resolved that the City of Lake Elmo does not support the draft
growth option for the Metropolitan area.
