Resolution 97 -12
A Resolution Approving the Preliminary Plans for
the Improvement of CSAH 13 (Ideak Avenue)
from TH 5 to approximately 1500 feet North
WHEREAS, Preliminary Plans dated April 11, 1997, for the improvement of
CSAH 13 (Ideal Avenue) from TH5 to approximately 1500 feet North were presented to
the Lake Elmo City Council on April 29, 1997 and May 6, 1997; and
WHEREAS, the portion of CSAH 13 proposed to be improved is necessitated by
the increased traffic projected by the expansion of Imation in the City of Oakdale; and
WHEREAS, it is the responsibility of the City of Oakdale, its Design Engineers
(BRW), Washington County Public Works, the Minnesota Department of Transportation
and the City of Lake Elmo to protect the health, safety and welfare of all persons using
this County State Aid Road: and
WHEREAS, the Preliminary Plans dated April 11, 1997, for this improvement
presented to the Lake Elmo City Council on April 29, 1997, and May 6, 1997, provide
the needed safety improvements to accommodate local traffic and employees of Imation;
and
WHEREAS, the City of Oakdale, its Design Engineers (BRW), Washington
County Public Works and the Minnesota Department of Transportation are cognizant of
Lake Elmo's desire to include landscaping buffers, and other aesthetic improvements
within the design of this road.
WHEREAS, the City of Lake Elmo will not support any future road plans that
would increase Northbound traffic on Ideal Avenue, including the proposed new
construction (shown on plans dated April 11, 1997) showing a double left turn lane out of
the Imation property to Northbound Ideal Avenue.
NOW, THEREFORE, BE IT RESOLVED THAT the City of Lake Elmo
approves the Preliminary Plans dated April 11, 1997, presented on April 29, 1997 and
May 6, 1997.
BE IT FURTHER RESOLVED THAT the City of Lake Elmo approves the
Preliminary Plans dated April 11, 1997, for said improvement of CSAH 13, as well as the
preparation of the final plans for this project, based on the following conditions:

1. The City of Lake Elmo will have the opportunity to review the -final plan to
assure its compliance with the Preliminary Plans. This review will be
completed within two weeks of receipt of final plans.
2. The City of Oakdale, its Design Engineers (BRW), Washington County
Public Works, and the Minnesota Department of Transportation will make
a concerted effort to design this improvement to enhance visual impact of
the area, and a landscaping plan is submitted prior to approval of final. plans.
3. The City of Lake Elmo, the City of Oakdale, its Design Engineers (BRW),
and Washington County Public Works will make a joint recommendation to
MN /DOT that the posted speed limit on this road section be 40 miles per hour.
Adopted by the Lake Elmo City Council this 6th day of May 1997.
