RESOLUTION NO. 97-23
A RESOLUTION APPROVING THE FENTAL PLAT OIL FIELDS OF ST. CROIX
WHEREAS, the Lake Elmo Planning Commission reviewed the preliminary plat of "FIELDS OF
ST. CROIX' at its February 18, 1997 and May 12, 1997 meetings and recommended on a 4 -3 vote its
approval, and
WHEREAS, the Lake Elmo City Council has previously considered and approved the preliminary
plat and plan of FIELDS OF ST. CROIX on May 20, 1997,
WHEREAS, the final plat of FIELDS OF ST. CROIX presented to the City Council conforms to
the City's Open Space Development Area Ordinance.
NOW, THEREFORE, BE IT RESOLVED, that the Lake Elmo City Council does hereby approve and
accept the final plat of FIELDS OF ST. CROIX as the same as on file with the City Administrator subject
to the following conditions:
1. The park dedication shalt be the 3.32 acre (Outlot B) parcel as shown on the plat and the development
of the pathways.
2. The storm water detention facilities, drainage areas, and ponds and grading plan must comply with
recommendations by the Valley Branch Watershed Distinct and the City Engineer.
3. A detailed analysis of existing trees shall be submitted to the City prior to final plat approval with a
plan indicating which trees will be retained as part of the final landscape plan.
4. An access permit form MnDOT County shall be submitted before final approval.
5. Outlots A,D, E,O, and H shall be required to be held by a conservation easement to a qualified Land
Trust.
6. Outlots F and C shall have an casement to the City of Lake Elmo.
7. All comments from the City Engineer shall be incorporated ir:to these "Conditions of Approval ". (See
letter from Tom brew, TKDA, dated February 6, 1997)
8. A detailed preservation plan for the barn shall be submitted and approved prior to final approval.
9. All documents for easements, declarations, association by -laws, maintenance agreements, and
development contracts are submitted for review prior to application for final approval.
BE IT FURTBER RESOLVED that the City will not execute the Final Plat until the above conditions
have been met
