RESOLUTION 98 -39
A RESOLUTION OF INTENT TO MAKE APPLICATION TO THE MINNESOTA BOARD OF
GOVERNMENT INNOVATION AND COOPERATION FOR AID TO STUDY A POSSIBLE
CONSOLIDATION OF THE CITY OF LAKE ELMO WITH THE TOWN OF BAYTOWN
WHEREAS, the City of Lake Elmo and the Town of Baytown have agreed to study the possibility
of consolidation to determine the feasibility of merging into a single unit of government; and
WHEREAS, the City of Lake Elmo has limited funds which were levied for 1998 in September,
1997, the Town of Baytown has Iimited levies for 1998 which were set at its prior year March Town
meeting, and both communities have insufficient funds for expenses related to a thorough consolidation
study process; and
WHEREAS, the Minnesota Board of Innovation and Cooperation empowers local government
officials through plan guidance and grant funding, to improve the quality and efficiency of service delivery
and provides incentives for innovation and cooperation through the development of a plan to merge into a
single unit of government; and
WHEREAS, financial aid is available pursuant to Minnesota Statutes (1996) 465.8 8, as amended
by Laws of Minnesota, 1997, Chapter 231, Article 2, Section 42, authorizing the Board of Innovation and
Cooperation to grant aid to local governments studying a proposed consolidation.
NOW, THEREFORE, BE IT RESOLVED that the City of Lake Elmo has committed the City to
formal discussion with the Town of Baytown for consolidation of the City and Town pursuant to Minnesota
Statutes 465.81 through 465.87, and that the City of Lake Elmo commits to making application for
financial aid from the .Minnesota Board. of Government Innovation and Cooperation.
Adopted by the Lake Elino City Council this 7'" day of July 1998.
