RESOLUTION NO. 99-40
A RESOLUTION REQUESTING THE METROPOLITAN COUNCIL TO AMEND THE
REGIONAL BLUEPRINT REGIONAL GROWTH STRATEGY AREA DESIGNATION FOR THE
NORTHEAST ANNEXED AREA
WHEREAS, a study by the City of Lake Elmo and testimony before the Minnesota Municipal
Board in 1998 has established that the area described by attached Exhibit A to this Resolution and known
as the Lake Elmo Northeast Annexed Area is Rural in character, as defined by the Regional Blueprint; and;
WHEREAS, the Minnesota Municipal Board by Order dated April, 1998 did annex said Area to
the City of Lake Elmo based on findings that said Area was Rural and should remain Rural.
WHEREAS, the Lake Elmo Planning Commission following a duly Noticed Public Hearing at
which testimony of residents and property owners was heard, unanimously adopted a recommendation that
said Area is best suited to permanently remain Rural by definition of the Regional Blueprint Area; and also
recommended a Comprehensive Plan amendment to that affect; and,
NOW, THEREFORE, BE IT RESOLVED, that the City of Lake Elmo respectfully request the
Metropolitan Council to amend the Regional Growth Strategy of the Regional Blueprint to redesignate that
portion of the described Northeast Annexed Area of Lake Elmo that is now designated "Urban Reserve" to
a designation of "Permanent Rural ".
