CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />RESOLUTION 2000-040 <br />A Resolution Approving the Preliminary Plat & Development Stage Plan, and Conditional <br />Use Permit for <br />WHEREAS, the Lake Elmo City Council approved the OP Concept Plan for Cardinal <br />Ridge on June 20, 2000. <br />WHEREAS, the Lake Elmo Planning Commission, at a Public Hearing held August 28, <br />2000, reviewed and recommended approval of the Preliminary Plat and Development Stage Plan, <br />and Conditional Use Permit for "Cardinal Ridge "; based on the following findings: <br />1. The development stage plan for "Cardinal Ridge" is consistent with the <br />approved Concept Plan for Cardinal Ridge. <br />2. The application generally complies with the submission requirements for an <br />OP Development Stage Plan prescribed by Section 300 of the City Code. <br />3. The site is within the Open Space Development Area designated by the <br />Comprehensive Plan; and OP development is a Conditional Use in the <br />existing AG zoning district. <br />4. <br />The Development Stage Plan complies with the mathematical requir- ements <br />of the OP Ordinance, and is eligible for 9 units per 20 acres of gross site area <br />- 17 units, based upon open space easements, village green, and qualifying <br />length of pedestrian trails. <br />5. The required amount of Preserved Open Space, as 50% of the buildable area <br />of the site, is proposed for perpetual Open Space Easement. <br />NOW, THEREFORE, BE IT RESOLVED, that the Lake Elmo City Council does <br />hereby approve the Preliminary Plat & Development Stage Plan, and Conditional Use Permit for <br />"Cardinal Ridge ", based on the recommendation of the Lake Elmo Planning Commission, and <br />based on the following conditions: <br />Compliance with the requirements of the City Engineer's memo. <br />Compliance with the performance standards for OP developments specified by <br />Chapter 300 of the City Code. <br />ADOPTED by the Lake Elmo City Council this 5th day of September, 2000. <br />Lee Hunt, MAYOR <br />ATTEST: <br />c <br />Mary Klveffn City Administrator <br />
