WASHINGTON COUNTY, MINNESOTA
RESOLUTION 2002-145
WHEREAS, the City of Lake Elmo, Minnesota, desires to ensure the protection
of the public health and the environment; and
WHEREAS, the City wishes to maintain a sustainable environment for planned
economic development and growth; and
WHEREAS, the City wishes to develop the most effective and economical
wastewater management program possible; and
"ERE, AS, the U.S. Environmental Protection Agency (EPA) and the
Minnesota Pollution Control Agency (MnPCA) both recognize Decentralized Wastewater
Management Program (DWMP) as viable, cost effective and long -term options for
meeting public health and water quality goals; and
WHEREAS, several other Municipalities and governmental entities throughout
the country have formed and are currently operating DWMPs; and
NOW, THEREFORE, BE IT RESOLVED that the Lake Elmo City Council
hereby directs City Staff to work with North American Wetland Engineering, P.A.
(NAWE) and Emmons and Oliver Resources, Inc. (EOR) in taking the necessary actions
to prepare a proposal for the formation of a Decentralized Wastewater Management
Program.
BE IT FURTHER RESOLVED that the City Council directs City Staff, in
conjunction with NAWE and EOR, to prepare a final plan for the formation of a
Decentralized Wastewater Management Program to be presented at a special City
Council Workshop at a time and date yet to be determined
ADOPTED, by the Lake Elmo City Council on the 26t` day of December, 2002.
