CITY OF LAKE ELMO <br />WASHINGTON COUNTY, MINNESOTA <br />RESOLUTION NO. 2002-121 <br />RESOLUTION AUTHORIZING SCOTT RENNE, MAI TO <br />PERFORM A VALUATION ANALYSIS FOR ROADWAY <br />IMPROVEMENT PROJECTS <br />WHEREAS, Minn. Stat. Ch. 429, permits the levy of special assessments against benefited <br />properties for roadway improvements; <br />WHEREAS, the City of Lake Elmo is considering roadway improvement projects for the next 5 years <br />totaling $2.4 million and has previously levied special assessments against benefited. properties for <br />roadway improvements; <br />WHEREAS, the City of Lake Elmo recognizes that it is important to hire an independent appraiser <br />to provide an expert opinion on the increased value properties will recognize from the roadway <br />improvements; <br />WHEREAS, the City of Lake Elmo has solicited and received an. estimate on the valuation <br />analysis from Scott Renne, MAI in the amount of $3,000 to provide requested services; <br />WHEREAS, the City Council recognizes the $3,000 is a planning expense for the roadway <br />improvements and is contained in the 2002 budget; <br />WHEREAS, the City Council recognizes the limited availability of appraisers with MAI <br />certification and waives the requirement to obtain three estimates for these services because of the <br />specialty of the field, Mr. Renne's significant experience with municipalities, and the previous services <br />Mr. Renne has successfully performed for the City of Lake Elmo; <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LAKE <br />ELMO, MINNESOTA THAT: <br />The City wishes to contract with Mr. Scott Renne, MAI for the performance of a valuation <br />analysis for the four major reconstruction roadway improvement projects planned for in the <br />City's 2003 -2007 Capital Improvement Program. <br />2. Mr. Renne has provided the City with a proposal for services, attached as Exhibit A, at a <br />cost of $3,000. <br />3.
