WHEREAS, on June 1, 2004, the Lake Elmo City Council adopted Resolution No. 2004-073 establishing three (3) City Council Committees; 2. WHEREAS, Resolution 2061 -074 required the City Council to further define the duties of the Council Committees. 3. NOW, THEREFORE, be it resolved that the Lake Elmo City Council adopts the following procedures and regulations relating to the City Council Committees: A. Number of Committees. There shall be three Council Committees: the Public Health and Safety Committee; the Public Works Committee; and the Finance, Legal, Legislative and Personnel Committee. B. Composition of Committees. Each Council Committee shall be comprised of two (2) council members appointed by the City Council; the Mayor; and the City Administrator. The Mayor and City Administrator shall be ex- official members of the Council Committees. In the absence of an appointed council member, any other council member may, for a particular meeting, replace an absent council member. C. Chairperson. The Mayor shall appoint the chairperson for each of the Council Committees, D. Meetincis. Council Committees shall schedule meetings for the second Tuesday of each month and the Council Committee meetings shall be held in the following general order: 3. Finance, Legal, Legislative and Personnel — 7: 10 p.1 E. Public Health and Safety Committee. The Public Health and Safety Committee shall consider and make recommendations relating to the fire department; the sheriff's department; animal control; environmental/special projects; and community improvement projects. F. Public Works. The Public Works Committee shall consider and make recommendations relating to public works operations; parks; maintenance of City equipment; construction, repair and improvements of other City facilities; and Old Village special projects. G. Finance, Legal, Legislative and Personnel Committee. The Finance, Legal, Legislative and Personnel Committee shall consider and make recommendations relating to finance/budget operations; legal issues; human resources; planning/zoning and development; and human rights.
