RESOLUTION NO 2010-056
WHEREAS, Lake Elmo wishes to support a model of government which benefits our residents
now and far into the future by exploring and adopting sustainable, economically - sound, local
government practices; and
WHEREAS, the Community of`Lake Elmo has already made significant efforts to improve water
quality and address stormwater runoffpollution by implementation ofstormwater best
management practices throughout the City, such as the City's rain water garden program and
stormwater management ordinance; and
WHEREAS, the degradation of water quality has the potential to negatively impact local,
regional and state economies; habitat; ecological communities, including native fish and wildlife
populations; spread invasive species and exotic diseases; reduce drinking water supplies and
recreational opportunities; andpose health threats to our citizens; and
NOW, THEREFORE, BE LT RESOLVED, that the City Council of the City of Lake Elmo does
hereby authorize the City of Lake Elmo (the "Community') to participate in the Minnesota Blue
Star Award program. Be it_further resolved that the Community:
L Appoints TKDA to serve as the Community's Blue Star Award coordinator to facilitate
program implementation; and
2. Will facilitate the involvement of community members and other units of government as
appropriate in implementation of the Blue Star Assessment; and
3. Plans to take actions to register the Community through the Blue Star Award Program
website and conduct the Blue Star Award Program voluntary self assessment and
4. Will, in the event that the community's score is sufficient to earn the Blue Star Award,
claim credit for earning the Minnesota Blue Star Award for excellence in community
stormwater management. A notice of the Community's status as a Minnesota Blue Star
Award winning Community will be posted on the Blue Star Award Program web site.
